Erie County, NY – Legislator John Bruso honored retiring Commissioner of Personnel, David Palmer, at the full regular session of the Erie County Legislature on Thursday, January 17th, 2019.

A US Navy veteran and graduate of both Corning Community College and the National Labor College, David previously worked as a plumber. He was a union leader with the Communications Workers of America before being recruited to join the county administration as the Commissioner of Labor Relations.

David has successfully negotiated contracts with several bargaining units, including one with CSEA Local 815. He was appointed to his current position in 2014 upon its vacancy and has continued to make his expertise in resolving labor disputes available. David was also a founding board member of the Health Sciences Charter School.

“I wish David well in his retirement, and I know he will enjoy the time he plans to spend traveling with his wife, Susan. Erie County is better for his service, and I was honored to be able to work with him this past year,” said Legislator Bruso.
