Analysis: Nine Vacant Child Protective Services Positions in County Government


Office of Erie County Comptroller Stefan I. Mychajliw reviews most recent Vacancy Report filed with the Legislature that shows nine vacant and fully funded positions in Child Protective Services

(Buffalo) – The most recent Vacancy Report filed with the Erie County Legislature shows there are currently nine vacant and fully funded Child Protective Services positions in the Department of Social Services budget.  A vacancy report is filed monthly by the Office of Budget and Management and submitted to the Erie County Legislature.  The nine fully funded yet vacant Child Protective Services positions are: 

Child Protective Team Leader (3)

Child Protective Workers (3)

Social Case Worker II (1)

Senior Child Protective Worker (1)

Social Services Clinical Specialist (1)

Each of these vacant positions are already paid for and fully funded in the 2013 budget.  The salary ranges are from $34,938 to $44,541.  All of the positions are reimbursed to Erie County at a rate 52.3%.

The administration of Mark C. Poloncarz does not need approval of the Erie County Legislature to fill these vacant and fully funded positions.

Legislators will gather for a special meeting on Tuesday, September 24th, 2013, at 11:30 AM, to consider an additional spending plan put forth by the administration that would add ten Social Services employees.  Three of those positions are considered political appointees that would cost taxpayers $396,459 in salaries and fringe benefits.

Adding an additional seven Social Services employees would cost taxpayers an additional $424,657 in salaries and fringe benefits.  The administration’s total spending plan by adding ten more jobs to the budget would cost taxpayers an additional $821,116.  There are a total of 125 vacant positions in the Department of Social Services.

“I fully support strengthening the budget that protects our most precious gifts: the children of Erie County.  We are quite surprised the administration wants to add ten jobs to the budget when there are nine fully funded yet vacant Child Protective Services positions.” 

“Nine CPS workers can start immediately.  No legislative approval is necessary.  All the administration needs to do is fill positions that are vacant and fully funded right now,” said Erie County Comptroller Stefan I. Mychajliw.
