The focus of the Internal Affairs Investigations Training program is to identify proper legal and operational standards for Internal Affairs Investigations, including the development of proper police practices on use of force and force related policies.  The training will focus on enhancing the effectiveness, operations and management of use of force incidents.  Training will review the policy standards, legal interpretations and Consent Decree standards that make up liability protection.  This includes IA investigation standards and the documentation of IA incidents.  We will also discuss the manner in which poilce agencies can investigate incidents and audit to ensure that policies and training are being followed.

Attorney Daigle practices civil litigation in federal and state court, with an emphasis on municipalities and public officials.  He focuses on civil rights actions, including police misconduct litigation and employment actions.  Mr. Daigle acts as legal advisor to police departments across the country and in the State of Connecticut.  He provides legal advice to law enforcement command staff and officers in the areas of legal liability, policy development, employment issues, use of force, laws of arrest and search & seizure.  His experience focuses on officers' use of force, specifically in the training, investigation and supervision of force and deadly force incidents involving law enforcement.  He has hosted and participated in seminars focusing on use of force legal standards including investigating force, ECW usage and responses to Officer Involved Shootings.  He currently serves as a member of the Independent Monitoring Team for Oakland CA and formerly Niagara Falls, NY.  He works as a police practices consultant for Law Enforcement Agencies across the country, some who are under investigation or under a Consent Decree by the Department of Justice Civil Rights Litigation Section.

Attorney Daigle is a General Counsel for FBI - Law Enforcement Executive Development Association (FBI-LEEDA) and a member of their instructor cadre teaching Managing Internal Affairs Investigations and Supervisory Liability.  He is the Chairman for the IACP Legal Officer Section and on the IACP Civil Rights Committee.  Attorney Daigle is on the Board of Directors for Americans for Effective Law Enforcement (AELE) where he is a Certified Litigation Specialist and instructor.  Attorney Daigle is the General Counsel for the New England Tactical Officers Association.  He is a former member of the Connecticut State Police and currently maintains his certification as a reserve officer.  Daigle Law Group, through its Divisions, including the DLG Policy Center, DLG learning Center and the Path of the Guardian, focuses on improving police operations, effectiveness, and management.
