COMMISSIONER OF PERSONNEL
STARTING ANNUAL SALARY: $89,760
The Erie County Executive's Office is seeking an individual to lead the Department of Personnel as Commissioner. The work of the Commissioner involves administering the Civil Service Law as it applies to the County of Erie and directing the personnel administration activities for the County. This is a specialized administrative position involving responsibility for directing and administering the activities of the Department of Personnel. General direction is received from the County Executive, subject to implementing requirements based on Civil Service Law. Supervision is exercised over lower level professional, technical and clerical staff. The incumbent works with administrative officials of County departments and with officials of the various Towns, Villages and districts, relating to civil service and personnel matters.
Administers the Civil Service Law and rules for the County service and for the town, village and special district services of the County;
Formulates personnel administration policies subject to approval of the County Legislature;
Counsels and advises County, Town, Village and special district officials concerning personnel problems involved in the application and interpretation of the Civil Service Law, the Personnel rules, or specific problems of personnel administration and organization;
Directs and supervises, through Personnel Specialists, examination procedures maintenance of eligible lists, the preparation of certificates, and review of applications, the making of personnel changes and the certification of payrolls;
Directs the administration of the County Classification and Compensation Plan, including conducting salary surveys;
Discusses and reviews position vacancies with employees, department heads, town and village officials;
Hears appeals on disciplinary action in accordance with Civil Service Law;
Formulates civil service rules and conducts public hearing for additions or changes prior to their establishment;
Plans, develops and implements personnel recruiting programs;
Appears before the State Civil Service Commission, on matters pertaining to jurisdictional classification, amendment to rules and other problems requiring coordination and integration with the State service.
