Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one vacancy at the Erie County Medical Center Corporation. 

Examples of Duties:

A Certified Early Education Administrator  supervises the delivery of early education and early intervention services provided by the Pediatric Educational and Diagnostic Services Department of the Erie County Medical Center Corporation (ECMCC);

Oversees early education, rehabilitation and related services in the early intervention and early education program delivered to young children in Erie, Niagara and Genesee Counties;

Ensures applicable laws and regulations pertaining to children with handicapping conditions and disabilities are incorporated into curricula and adhered to by subordinate staff;

Develops and implements educational standards and curriculum in accordance with New York State Learning Standards;

Develops special education instructional program and operation to include assessment and identification of children with special needs, enrollment and retention of students, parent and community relations, staff supervision and development, profit and loss management, marketing plan implementation and quality program management;

Ensures individualized education and intervention plans for children are implemented in accordance agreed upon plan and each professional service provider (e.g. Physical Therapist) is aware of his/her responsibilities in the intervention plan; incorporates requirements outlined in contracts with referral sources for students;

Plans, assigns, and directs work of certified/licensed professional staff; provides oversight of the teaching team to include tracking of staff information, training/mentoring, performance reviews, on-site observations, annual assessments, case assignment, timely submission of paperwork, review of student data and review of documentation/notations;

Performs staff observations, rewarding/disciplining employees, performance appraisals and ongoing coaching/mentoring for all disciplines;

Assists in scheduling of staff and reviews timesheets; ensures timely submission of paperwork by staff;

Addresses complaints, proactively resolves problems and provides conflict resolution;

Recruits, orients, trains and supervises staff in accordance with ECMCC policies and applicable laws;

Evaluates effectiveness of departmental operational procedures; recommends and implements changes in policies and procedures as necessary;

Implements and audits continuing education aspects of an on-going quality assurance program;

Maintains regular communication with and acts as a liaison to parents, other New York State Special Education Department Preschool Programs, local Committee on Preschool Education (CPSE), New York State Education Department, Erie County Department of Health and Department of Youth Services;

Assists in planning budgetary and personnel needs and marketing plan implementation;

Prepares program reports and maintains records on program performance;

Ensures significant program information or personnel problems are communicated to higher-level departmental staff;

Participates in and may organize meetings, community events, professional functions, conferences, in-services and committees as required.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of Coordinator-Rehabilitation Services - Youth and in addition the following Special Requirements:

  1. Possession of certification as a school district administrator, school administrator or school business administrator in accordance with the Codes, Rules and Regulations of New York State, Title 8, Chapter II (Regulations of the Commissioner of Education), Part 200, Section 200.6(b)(5) and Part 80, Subpart 80-1.1(b)(2) at time of appointment;
  2. Possession of a valid New York State Driver License and use of a private automobile at time of appointment;
  3. Maintenance of license and certification(s), as applicable, throughout duration of appointment

Notes:

NOTES:   1. Section 424-a of the Social Services Law requires the local social services district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment. All potential employees for this position will be requested to sign the necessary clearance form prior to being advised that they will be hired. Refusal to sign will be cause for an automatic non-selection. 2. * Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

Subjects of Examination:

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Administration

These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

2. Educating and interacting with the public

These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.

3. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

5. Understanding and interpreting written material

These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.

 

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
