THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY DEPARTMENT OF ENVIRONMENT AND PLANNING. At present there is one anticipated vacancy.
The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any. The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.
Examples of Duties:
A Coordinator-Pollution Prevention Programs plans, organizes and directs the development and implantation of pollution prevention programs and environmental quality, industrial assistance, economic development and land use projects;
Provides day-to-day supervision and administrative oversight for all Division of Environmental Compliance program areas;
Provides leadership and guidance for the members of the Environmental Compliance staff;
Responsible for the development and implementation of new and existing County environmental programs;
Identifies and pursues State and Federal grant resources, establishes legislative authorization and grant program contracts, budgets and staffing, and satisfies grant requirements;
Develops and provides quality environmental services to meet the needs of local municipal officials and the community-at-large;
Establishes and maintains partnership with municipal officials, assessing and prioritizing local environmental needs and directing programs;
Ensures environmental compliance at County owned and operating facilities;
Oversees Environmental Compliance staff that routinely inspects each County facility to assess compliance with environmental regulations and assists other County departments with adoption of policy and procedures to meet requirements and effectively and efficiently manage waste;
Directly assists and supervises staff to assist business to comply with environmental regulations and minimize and eliminate the wastes they generate;
Provides on-site assessments and develop technical recommendations.
Qualifications:
QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of Job Grade XIV; 24 months in the position of Job Grade XIII or 36 months in the position of Job Grade XII; and in addition the following requirements:
Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Civil, Sanitary, Environmental, Chemical, or Mechanical Engineering or one of the natural sciences, and four years of environmental management experience directly related to air, water and solid/hazardous waste, at least two years of which included administrative responsibilities.

NOTES: 1. *Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures 2. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. 3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:
SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:
1. Principles And Practices Of Wastewater Treatment And Industrial Waste Control: These questions test for knowledge of the principles and practices of wastewater treatment and industrial waste control, including such areas as treatment and control objectives, processes, methods, and equipment; tests related to wastewater treatment and control, including the analysis of process effectiveness; calculations associated with wastewater treatment and control; and characteristics of wastes and their impacts on various wastewater treatment and control processes.
2. Educating And Interacting With The Public: These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.
3. Identifying Industrial Wastes And Reviewing Results Of Chemical Analyses: These questions test for knowledge of the principles and practices involved in the identification, sampling, and chemical analysis of industrial wastes, and may include such areas as the characteristics of various types of industrial wastes; the objectives of industrial waste sampling and analysis; sample collection, handling and preservation; interpreting results of industrial waste chemical analysis; and terminology associated with sampling and analyzing industrial wastes.
4. Hazardous Materials And Waste Management, Including Health & Safety: These questions test for knowledge of the principles and practices used in the implementation and management of a hazardous materials or hazardous waste program, including meeting health & safety requirements. Questions may cover such areas as ensuring regulatory compliance, using best practices, preventing and mitigating accidents, and understanding related terminology.
5. Preparing Written Material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
6. Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.

RATINGS REQUIRED: Test is rated on a scale of 100 with a passing mark at 70. Test instructions may further divide the tests into parts and set minimum standards for each part.
