RESIDENCE REQUIREMENTS: CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT. At present there is one vacancy in the Department of Health.
Examples of Duties:
A Director of Correctional Health Services manages the administrative functions of the Division of Correctional Health Services;
Directs the delivery of all health services and related services to the inmate population of the Division of Correctional Health Services (Erie County Youth Detention Facility, Correctional Facility and Holding Center);
Supervises all health service staff of the division; including the establishment of staffing levels, scheduling, supervision, evaluation , training and education, establishment of job duties, and maintains licensure for LPNs and RNs;
Directs the proper and legal use, delivery, ordering, maintenance, storage, control, disposal and recording of medical and pharmaceutical supplies and equipment by the Division of Correctional Health Services; including managing the Division’s interests with any private company contracted to provide medical supplies or equipment;
Directs public health issues that have a potential impact on the inmate population by implementing state and County Health Department policies and procedures;
Directs all aspects of decontamination related to pathogens that represent a bio-health hazard to staff or inmates, including training of staff in decontamination procedures and proper protocols for precautions;
Develops and maintains policies and procedures for all aspects of the delivery of health care services;
Coordinates the use of public and private health care facilities as required for the care of inmates; including clinics, emergency rooms, ICU beds, ECMC lock up, and other facilities required;
Answers all inmate grievances involving any health care issues;
Coordinates health information and confidentiality of; including managing electronic health information, conformity of formats, comprehensiveness of, storage, and disbursement or release of health information to any person or entity;
Coordinates with the Erie County Forensic Mental Health Department to provide mental health counseling; including participation on committees and task forces designed to expand the effectiveness and accountability of efforts to treat persons in need of mental health interventions;
Coordinates quality assurance programs and peer review groups;
Coordinates all issues related to continuity of care, both internally and through post release follow-up care necessary for the transition from incarceration to the community;
Coordinates all initiatives designed to insure proper cost managing insurance company charges where applicable and payment necessitated by the use of external medical/ dental/ mental health resources;
Prepares yearly budget requests for the Division of Correctional Health Services;
Prepares all statistical documentation including the year-end report for the Division.
Qualifications:
MINIMUM QUALIFICATIONS: Candidates must meet the following requirements on or before the date of the written test:
A) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Nursing, Health or Human Services, Public Health, Health Care Administration, or closely related field and two years of Corrective/and or Institutional Health **administrative experience, and at least two years *supervisory experience; or
B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and three years of Corrective/and or Institutional Health **administrative experience and at least three years of *supervisory experience;
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
SPECIAL REQUIREMENT:
Possession/eligibility for Certified Correctional Health Professional certification as recognized by National Commission on Correctional Health Care or equivalent organization within six months after appointment.

NOTES: 1. *Supervision – Responsible direction and control of subordinate employees. This involves the assignment of work, approval of work, training, evaluation and discipline of employees. The supervisory aspects must be an integral part of the job, not incidental or occasional. 2. **Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and /or approval of operating policy and procedure. 3. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. 4. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:
1. Administrative supervision
These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.
2. Administration
These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.
3. Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
4. Understanding and interpreting written material
These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.

Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.
