THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER. At present there is one vacancy in the Erie County Medical Center.
The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any. The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.
Examples of Duties:
A Director of Information Systems Development manages the design. development, implementation and maintenance of the Erie County Medical Center Corporation's information systems, applications and data warehousing tools; plans and directs activities of the development of systems and applications following the systems development life cycle (SDLC); develops, implements and enforces procedural standards for performing tasks of business systems analysis and design; analyzes resource utilization and initiates programs for improvement; recommends, purchases and implements technology systems, databases, applications and modifications to existing systems; develops and manages the implementation of new technology strategies in accordance with the organizational strategic direction; supervises the performance of business system and design functions; manages the daily activities of the data warehouse, system development and interface areas including assigning and scheduling work and establishing and evaluating specific performance standards; monitors adherence to protocols by department staff and users of ECMCC's information systems; monitors technology service levels within the organization; assists with the development and implementation of the technological plan and budget; assists in monitoring organizational compliance with state and federal regulations regarding safety of patient information; participates in technical and clinical education.
Qualifications:
QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of Senior Information Systems Specialist plus the following:
Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Management Information systems, Computer Science, Business or Public Administration or Health Science which included twenty-four semester credit hours in Information Systems or Computer Science and seven years of experience in the development, implementation and operation of computerized management information systems, three years of which were in a hospital environment setting and one year of supervisory* or administrative** experience.

NOTES: 1. *Supervision – Responsible direction and control of subordinate employees. This involves the assignment of work, approval of work, training, evaluation and discipline of employees. The supervisory aspects must be an integral part of the job, not incidental or occasional. 2. **Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures. 3. Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Management Information Systems, Computer Science, Business or Public Administration may be substituted for two years of the required generalized experience but may not be substituted for the required specialized experience. 4. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. 5. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:
A written test designed to evaluate knowledge, skills and /or abilities in the following areas:
1. Administration: These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.
2. Data Processing Center Operations: These questions test for knowledge of the principles and practices employed in planning, organizing and controlling the operating activities of a computer center. They cover such areas as: data processing methods and procedures; identifying and resolving operational problems; coordinating and maintaining schedules for the utilization of equipment; and monitoring and controlling operating systems, equipment, and the physical environment in the computer center.
3. Project Management: These questions are designed to test for techniques and concepts of project management. They may cover, but not necessarily be confined to, management of systems development, management by objectives, project scheduling and control techniques (e.g., PERT), characteristics of organizations and of the systems life cycle, and the development of data processing standards.
4. Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
5. Systems Analysis And Design: These questions test for techniques and concepts of computer systems analysis and design. They cover such subjects as feasibility and applications studies, systems development tools and software, the systems life cycle, types of systems (e.g., client/server, Web-based), controls, and systems documentation, testing, and implementation.
INFORMATION FOR PROMOTION CANDIDATES Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.
RATINGS REQUIRED: Test is rated on a scale of 100 with a passing mark at 70. Test instructions may further divide the tests into parts and set mini mum standards for each part.
Points will be added to scores of candidates who achieve a passing mark as follows: Seniority: For each year of service in the classified service:
Less than 1 year.............................................0 points
1 year up to 6 years................... ........................1 point
Over 6 years up to 11 years................................2 points
Over 11 years up to 16 years..............................3 points
Over 16 years up to 21 years..............................4 points
Over 21 years................................................5 points
