Residence Requirements:

RESIDENCE REQUIREMENTS: CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT. There is one present vacancy at the Erie County Office of the Sheriff. 

Examples of Duties:

An Inmate Health Services Navigator performs a variety of clerical duties, interacts and performs interviews with identified inmates within the confines of the Jail Management Division (JMD);

Responsible for the collection of inmate information, documentation of inmate’s status within the electronic health records system, review of budget items related to inmate care as established through the navigation process;

Works directly with inmate population to provides a comprehensive knowledge base of the NYS health insurance program for Medicaid;

Assists the inmates by completing their enrollment application in order to receive health care coverage;

Receives inmate medical information, documents regarding inmate’s medical chart and insurance required along with the State approval or Denial of such health insurance electronic medical records (EMR) system;

Provides culturally competent and accessible inmate assistance;

Maintains and monitors the Bravo Reception Report for all new inmates booked into the Erie County Holding Center, collaborates with designee from CHD to identify inmates by risk factor and reviews for necessary healthcare coverage;

May develop a policies and procedures/standards pertaining to healthcare requirements and training within the Erie County Holding Center and the Erie County Correctional Facility;

Collaborates with security to schedule face to face inmate meetings;

If inmate is identified as sent to hospital for emergency services the IHSN will collaborate with hospital identified to facilitate enrollment;

Develops and reviews statistics and inmate data for inclusion in records, reports and other documentation utilizing EMR databases;

Types forms, records and other documents relating to inmate enrollment;

Attends related training sessions and seminars;

Collaborates with the CHD for inmate internal audits/reports to establish appropriate invoices verse services rendered.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor's degree and one (1) year of office clerical experience.

SPECIAL REQUIREMENT: Possession of a New York State Department of Health IPA/Navigator certification at time of application and maintenance throughout employment.

NOTES: 1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements. 2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Name and number checking

These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.

2. Office record keeping

These questions test your ability to perform common office record keeping tasks. The test consists of two or more "sets" of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of data from several sources; scheduling; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

3. Operations with Letters and Numbers

These questions test for skills and abilities in operations involving alphabetizing, comparing, checking and counting. The questions require you to follow the specific directions given for each question which may involve alphabetizing, comparing, checking and counting given groups of letters and/or numbers.

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.

A $20.00 filing fee is required for this exam. The required fee must accompany your application. Send or bring check or money order made payable to Erie County Personnel Department and write the examination number(s) on your check or money order. Do not send or bring cash, as the County cannot be responsible for cash payment. As no refund will be made, you are urged to compare your qualifications carefully with the requirements for admission and file only for those examinations for which you are clearly qualified.
