THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

A Manager of Compensation and Benefits and Human Resources Information Systems manages operational aspects of the compensation and benefit programs and the Human Resources Information System (HRIS) in the Human Resources Department at the Erie County Medical Center Corporation;

Implements the strategy and design of compensation and benefit plans such as merit and incentive compensation, health, dental and life insurance, New York State Retirement, flexible benefits, deferred compensation and COBRA; ensures compliance with applicable legal and regulatory requirements and collective bargaining agreements;

Performs compensation evaluations and is involved in related processes such as job evaluation and salary structures;

Assists in cost/benefit analysis on proposed changes to benefit and compensation plans as necessary for contract negotiations;

Assists in implementing communication strategies for proposed contractual changes associated with compensation and benefit plans to all employees;

Coordinates the proper operation of the HRIS, related systems and data transfer into and from the system and related interfaces; ensures operation is compliant with applicable legal and regulatory requirements;

Assigns and supervises the work of lower-level Compensation and Benefits and HRIS staff; manages the processing of all personnel related transactions and data entry functions;

Implements operating procedures, policies and procedures related to compensation, benefits and HRIS practices;

Manages HRIS software processes, implementation and system upgrades utilizing current and emerging technology and related processes;

Keeps abreast of applicable legislation and current and emerging market trends, identifies required changes and potential opportunities for improvements and implements changes incorporating best practices;

Other related duties as assigned.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

A.) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Business or Public Administration, Human Resources or closely related field and two (2) years of experience in compensation, benefits, and HRIS administration of which one (1) year included supervisory experience; or:

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Business or Public Administration, Human Resources or closely related field and four (4) years of experience in compensation, benefits, and HRIS administration of which one (1) year included supervisory experience; or:

C.) An equivalent combination of experience and training as set by the limits of (A) and (B).

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Classification system administration

These questions test for knowledge of position classification in the public sector. Questions may cover such areas as general objectives of a classification system; job audits and classification surveys; position allocation; and class specifications.

2. Administering a negotiated labor agreement

These questions test for a knowledge of labor/management issues relating to the administration of a negotiated labor agreement and the ability to interpret and apply the terms and conditions of the agreement. Questions may cover such areas as dealing with representatives of employee unions, employee grievances, disciplinary actions, arbitration, employee leave policy, performance evaluations, training, employee assistance programs, health and safety matters, layoff procedures, health insurance benefits, and salary adjustments.

3. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Public personnel administration

These questions test for knowledge of the principles and practices used in applying New York State, federal, and local laws, rules, and policies to situations encountered in planning and executing the personnel functions in a government agency. Questions may cover such areas as recruitment, selection, and placement; position classification; performance evaluation; and employee relations.

5. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

6. Understanding and interpreting written material based on laws, policies, and procedures relating to health insurance, retirement and other benefits

These questions test for the ability to read, interpret, and apply relevant laws, policies, and procedures. You will be provided with brief reading selections based on or taken from legal text, each followed by one or more questions. All information needed to answer the questions is contained in the reading selections. No prior knowledge of the subject is required.

Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
