Residence Requirements:
CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT. There is one anticipated vacancy at the Erie County Probation Department.
A promotion examination will be held at the same time as this examination. The list resulting from the promotion examination will be used first but appointments from this open competitive examination are anticipated. Use of the list may be suspended after it is one year old for any position which it is practical to fill through a new promotion examination.
Examples of Duties:
A Senior Billing Account Clerk performs account clerical and collection activities in support of the County’s revenue recovery program;
Supervises staff performing routine duties in connection with account credit and collection activities;
Personally performs more complex account credit and collection activities;
May orient new employees and provide training in departmental procedures;
Monitors computer and manual reports to determine and follow up delinquent accounts;
Acts as a liaison between County and outside agencies;
Maintains statistical data and prepares reports;
Makes continuous reviews of all accounts; screens past due bills and directs the preparation and mailing of delinquent notices and collection letters; personally initiates actions to enforce payment of delinquent bills;
Meets and corresponds with clients to explain collection rules, regulations and procedures and to answer complaints on services and billing matters, recommends settlement and/or further action required for all delinquent accounts;
Coordinates work with the County Attorney and County departments; reviews changes in laws and regulations affecting collections; reviews uncollectible accounts to determine the proper course of action.
Qualifications:
MINIMUM QUALIFICATIONS: Candidates must meet one of the following requirements on or before the date of the written test:
A) Graduation from a regionally accredited or New York State registered two (2) year college or university with an Associate’s Degree in Accounting, Business, legal studies or related field and three (3) years of experience in billing and collection work; or
B) Graduation from high school or possession of a high school equivalency diploma and five (5) years of experience in the billing and collection work; or
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
Notes:
1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full time experience requirements.
2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:
Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:
1. Arithmetic computation with calculator
These questions test for the ability to use a calculator to do basic computations. Questions will involve addition, subtraction, multiplication and division. You may also be asked to calculate averages, to use percents, and to round an answer to the nearest whole number. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
2. Name and number checking
These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.
3. Office record keeping
These questions test your ability to perform common office record keeping tasks. The test consists of two or more "sets" of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of data from several sources; scheduling; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
4. Operations with Letters and Numbers
These questions test for skills and abilities in operations involving alphabetizing, comparing, checking and counting. The questions require you to follow the specific directions given for each question which may involve alphabetizing, comparing, checking and counting given groups of letters and/or numbers.
5. Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
NOTICE TO CANDIDATES: It is recommended that candidates use a quiet, hand held, solar or battery powered calculator. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
