Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center.

The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any. The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties:

An Administrative Director of Laboratory Services plans, coordinates and directs all aspects of laboratory operations and services for the Erie County Medical Center Corporation; 

Directs the daily activities of Laboratory Services and facilities;

Develops strategic and performance goals and objectives; monitors and reports on progress toward meeting goals and objectives;

Develops, implements and administers laboratory policies and procedures; ensures maintenance of policy and procedures manual;

Monitors condition of and maintains physical facilities and equipment to ensure optimal usage and sanitary conditions;

Evaluates laboratory services for quality improvement opportunities;

Develops and implements improvement initiatives; reviews initiatives with supervisors for dissemination to staff;

Develops and administers systems for test reporting in accordance with laws and regulations and record keeping for accuracy and efficient retrieval of data;

Coordinates and participates in the preparation, development, revision and dissemination of reports, assessments and presentations;

Ensures compliance with current local, state and Federal laws, regulations, standards of accreditation agencies and safety policies and procedures;

Recommends and promotes new procedures, services, trends and technological advances in equipment based on clinical necessity;

Makes recommendations on the hiring, promotion and discharge of personnel;

Participates in the selection of competency indicators and ensures completion of competencies;

Identifies learning needs of staff and ensures participation of staff in orientation, in-service education and continuing education programs;

Monitors contractual agreements related to laboratory services;

Prepares budget recommendations in accordance with strategic and operational goals; oversees financial/budgetary activities including allocation of resources;

Participates in meetings, serves on various committees and may serve as the ECMCC representative.

Qualifications:

MINIMUM QUALIFICATIONS: Candidates must meet the following requirements on or before July 1, 2019:

A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Clinical Laboratory Technology, Medical Technology or related title that meets the standards set forth in Title 8, Article 165 of New York State’s Education Law and Subpart 79-13 of the Regulations of the Commissioner of Education and eight (8) years of technical clinical laboratory experience (in accordance with New York Code, Rules and Regulations, Title 10, Part 58-1.4)*, of which included both four (4) years in an administrative** or supervisory*** capacity; or:

B.) Possession of a license or limited permit to practice as a Clinical Laboratory Technologist as issued by the New York State Education Department and ten (10) years of technical clinical laboratory experience (in accordance with New York Code, Rules and Regulations, Title 10, Part 58-1.4)*, of which included both four (4) years in an administrative** or supervisory*** capacity.

SPECIAL REQUIREMENTS:
Possession of a license and current registration to practice as a Clinical Laboratory Technologist as issued by the New York State Department of Education at time of appointment and maintenance throughout duration of appointment.


Notes:

1. *Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in one of the Chemical, Physical or Biological Sciences may be substituted for two (2) years of the clinical laboratory experience above (in accordance with New York Code, Rules and Regulations, Title 10, Part 58-1.4), but not the supervisory experience.

2. **Administrative experience, as defined by New York State Civil Service, means responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation. Experience performing specialized functions or “staff activities” such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administrative experience.

3. ***Supervisory experience, as defined by New York State Civil Service, means responsible direction and control of subordinate employees. This involves a responsibility for planning for individuals in a work group. Typical duties may include, but are not limited to, assigning and reviewing work, evaluating performance, maintaining work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline. The supervision aspects must be an integral part of the job, not incidental or occasional. True supervision (e.g., first-line supervisors as opposed to “lead workers”) is characterized by: (1) the close and immediate supervision of permanently assigned employees, on a regular, ongoing basis; (2) responsibility for the assignment and review of work, providing work instruction, the evaluation of work performance, maintenance of work standards, handling absenteeism, discipline, etc.; (3) accountability for the quantity and quality of subordinate’s work and/or the completion of projects and program accomplishments.

4. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

5. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

The New York State Department of Civil Service has not prepared a test guide for this examination. 

Subjects of Examination:

The only subject of examination will be an evaluation of your training and experience. You are, therefore, asked to include in your application a summary of all pertinent training and experience in sufficient detail so that your background may be evaluated against the duties of the position.

In your summary of training include all college course work, formal in-service training, and seminars you have attended. You must specify either the number of credits received or the number of contact hours and dates of attendance. Also include a copy of your professional license. Specify the date that your license was first issued.

In your summary of experience, you must specify the dates of your employment, the number of hours worked per week, your title, and the main duties for each. Be specific; vagueness and ambiguity will NOT be resolved in your favor. Candidates who submit incomplete applications or documentation may be disqualified.
