Residence Requirements:

RESIDENCE REQUIREMENTS:  THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  At present there is one vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

Health Information Management Clerk maintaining files and records of patients admitted to the Erie County Medical Center Corporation;
Supervises all areas within the Medical Records Department and participates in the maintaining of files and records of patients admitted to a health facility;
Maintains and updates policies and procedures for the Department;
Prepares periodic and statistical reports such as morbidity, birth and death reports, analysis of utilization of the facility’s beds, percent of beds occupied, out-patient services rendered, types of surgery performed, diseases treated, case mix index reports;
Prepares quality improvement reports in assigned areas;
Codes or verifies coding of diseases, operations and special therapy according to recognized nomenclature and classification system;
Selects and tabulates data from patient’s charts as requested;
Answers inquiries regarding information recorded in patients chart by correspondence or telephone according to the facility’s policies;
Prepares and coordinates research projects with the medical staff and the Health Information Management Department;
Develops job description for staff personnel in accordance with organizational requirements and established competencies necessary to provide services;
Monitors and maintains current and relevant competency records and updates and reviews records on an established schedule or as needs are identified;
May appear in court involving subpoena of clinical records;
Acts as liaison with regards to IT problems and projects;
Completes minutes for Department and committee meetings.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before July 31, 2017:

A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Medical Record Library Science, Health Information Technology, Health Information Management or closely related field and one (1) year of professional medical record administration experience; or:

B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and completion of an approved hospital certificate professional training in Medical Record Librarianship, and one (1) year of professional medical record administration experience; or:

C) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and three (3) years of professional medical record administration experience; or

D) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree and five (5) years of professional medical record administration experience.

SPECIAL REQUIREMENTS:
Certification from the American Health Information Management Association as either a Registered Health Information Administrator (RHIA) or as a Registered Health Information Technician (RHIT) at time of application.


Notes:

NOTE 1: Satisfactory professional medical record administration experience must include:

a. Supervision and participation in the development, filing and maintenance of medical records.
b. Coding and indexing of medical diseases and operative procedures.
c. Analysis and evaluation of medical records.
d. Development of statistical data used for medical and/or administrative analysis.

NOTE 2: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements

The New York State Department of Civil Service has not prepared a test guide for this examination. 

 

Subjects of Examination:

Scope of the Examination:  There will be no written or oral test for this examination.  If you meet the minimum qualifications, you will receive a rating based upon an evaluation of your training and experience against the duties of the position being tested. 

Candidates must first complete an examination application and return it to the Erie County Department of Personnel on or before the last filing date of July 31, 2017

Approved candidates will be sent a notice containing directions to a website address needed to complete a Training and Experience Questionnaire. 

The Training and Experience Questionnaire will be available on September 1, 2017 and approved candidates will be required to complete and submit this questionnaire between September 1, 2017, and midnight September 30, 2017.*

NOTE:  Candidates will not be able to claim any credit for training or experience gained after the application filing deadline of July 31, 2017.  Candidates who fail to submit a questionnaire by midnight, September 30, 2017, will not receive a rating.

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
