Residence Requirements:

RESIDENCE REQUIREMENTS:  THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  Currently there are one vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

An Assistant Director of Nursing-Long Term Care assisting the Director of Nursing in planning, organizing, developing and directing the day-to-day functions of the Nursing Department at the Erie County Home in accordance with current Federal, State and local standards, guidelines and regulations governing the facility;

Exercises general supervision over all Nursing Department personnel; 

Evaluates nursing care systems through which resident care is rendered, maintains optimal standards, and implements appropriate changes;

Determines and assigns staffing patterns which provide maximum utilization of personnel;

Researches new concepts and patterns for the assignment and staffing of the nursing units;

Evaluates personnel responses to their assignments for staff effectiveness and job satisfaction;

Recommends to the Director of Nursing the hiring, promotion, transfer or discharge of personnel within the Nursing Department;

Counsels personnel on problems that cannot be settled at the supervisor level;

Ensures participation of employees in orientation, in-service education and continuing education programs, participates in the development of such programs;

Promotes and participates in research studies to assess and optimize resident care;

Assists in establishing effective nursing care policies and procedures;

Reviews and recommends personnel policies and work rules for the Nursing Department within the framework of established County policies;

Promotes intra and inter-departmental communication to provide optimal resident care;

Serves as a resource person for the nursing staff providing them with information, hospital policy, nursing care standards and clarification of regulations;

Prepares budget recommendations for area of responsibility;

Assists in developing, implementing and updating the Nursing Department objectives and organization structure;

Makes written and oral reports/recommendations to the Director of Nursing concerning the operation of the Nursing Department;

Reviews the department’s policies, procedure manuals, and job descriptions and makes recommendations to the Director of Nursing;

Participates in facility surveys;

Assists in resident admission and discharge planning;

Performs administrative duties such as completing medical forms, reports, evaluations, studies, charting, etc. as necessary;

Serves on, participates in and attends various committees/meetings and assists the Director of Nursing in preparing reports for such;

Makes daily rounds of the Nursing Department to ensure that all Nursing personnel are performing their work assignments in accordance with acceptable nursing standards.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet the following requirements on or before the date of the written test:

A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Nursing and six years of professional nursing experience, including two years of administrative* or supervisory** experience in a Long Term Care facility; or:


B) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Nursing and eight years of professional nursing experience, including two years of administrative* or supervisory** experience in a Long Term Care facility.

SPECIAL REQUIREMENT:
Possession of a license and current registration to practice as a Registered Professional Nurse in New York State at time of appointment.

NOTES1. Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Nursing, Management or Business Administration may be substituted for two years of required nursing experience but may not be substituted for long term care supervisory/administrative experience. 2*Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and /or approval of operating policy and procedure 3. **Supervision – Responsible direction and control of subordinate employees.  This involves the assignment of work, approval of work, training, evaluation and discipline of employees.  The supervisory aspects must be an integral part of the job, not incidental or occasional.  4.  Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.   5.Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices.  A grade of “D” or better is necessary for a course to be credited as successfully completed.  If your degree and/or college credit was awarded by an educational institution outside of theUnited States and its territories, you must provide independent verification of equivalency.  You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Administrative supervision

These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

2. Administration

These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

3. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Understanding and interpreting written material

These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.
