RESIDENCE REQUIREMENTS:  THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

An Assistant Vice President of Primary Care and Development  plans, coordinates, and directs the operational and financial objectives for primary care practices in the primary Care Network at the Erie County Medical Center Corporation

Directs and coordinates the activities and functions of on-site and off-site primary care practices;

Establishes a framework for effective collaboration across the practices in the Primary Care Network;

Collaborates with management to establish and review policies and procedures related to annual performance goals and objectives, personnel matters, care alignment, business development and contract management;

Collaborates with management to coordinate quarterly/yearly primary care patient experience surveys and identify ways to improve patient experience;

Provides assistance in financial matters such as developing business plans and budgets, allocating funds within budgetary limits and monitoring budget variance;

Analyzes trends impacting market share, patient volume, revenue and expenses;

Develops and provides objective criteria for measuring practice performance both operationally and financially;

Evaluates the practices’ performance in areas including, but not limited to revenue/costs/profit, charge structures payer-mix reimbursement, patient population counts, allocation of resources and patient satisfaction;

Identifies deficiencies and opportunities for improvements in clinical quality, patient satisfaction, contract management, training and continued education;

Assists in developing and implementing corrective and new initiatives for implementing improvement plans;

Monitors and ensures compliance with standards and policies established by accreditation and regulatory agencies;

Coordinates installation of required electronic applications including, but limited to billing systems and medical/electronic health records and monitors practices to ensure systems are used accordingly;

Develops, implements, coordinates the activities of and participates as a member of the ECMCC Concierge Program;

Develops and implements recruitment initiatives and on-boarding process for prospective primary care practices;

Participates in marketing and promotional activities;

Attends and participates in meetings, seminars, workshops, continuing education programs and professional affiliations.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Hospital, Healthcare or Business Administration, Human Services, Public Health Nursing or closely related administrative or clinical health field and four years of administrative* or business experience in healthcare; or:

B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Hospital, Healthcare or Business Administration, Human Services, Public Health Nursing or closely related administrative or clinical health field and six years of administrative* or business experience in healthcare; or:

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

Subjects of Examination:

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Administrative supervision

These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

2. Administration

These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

3. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Understanding and interpreting written material

These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
