RESIDENCE REQUIREMENTS:  CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT.   There is one current vacancy in the Town of Amherst. The salary is $41.52 per hour.  The eligible list resulting from this examination will be used to fill this vacancy and other appropriate vacancies which may occur in municipalities or districts under the jurisdiction of Erie County Civil Service while this list is active.

Examples of Duties:

An Assistant Wastewater Treatment Plant Superintendent-Maintenance supervises all preventative and corrective maintenance activities of a large municipal wastewater treatment plant and related facilities; 

Supervises all maintenance activities of the plant to include installation, repair and preventative maintenance of plant equipment, including pumps and motors;

Supervises all electrical maintenance in the plant;

Assists in the preparation of plant operation and maintenance manuals;

Plans and develops preventative maintenance and repair programs and the layout and installation of equipment;

Supervises inspection of contracted maintenance work;

In consultation with the Superintendent, Assistant Superintendent-Process and/or Town Engineer, trains plant operators in maintenance techniques, keeps records of all maintenance and repair work, maintains inventory of spare parts, requisitions needed equipment.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

A. Completion of sixty (60) semester credit hours from a regionally accredited or New York State registered two (2) or four (4) year college and four (4) years of responsible supervisory* maintenance experience in a large municipal wastewater treatment plant; or

B. Graduation from high school or possession of a high school equivalency diploma and six (6) years of experience as described in (A) above; or

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).

Notes:

NOTES: 1. *A supervisory position is defined as a position in which supervision was a major responsibility of the job. Occasional or partial supervision of work crew is not acceptable supervisory experience. 2. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. 3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Inspection, operation, maintenance and repair of basic electrical equipment

These questions test for knowledge of the principles and practices involved in the inspection, operation, maintenance, and upkeep of basic electrical equipment such as motors, switches, wiring, circuit breakers, and similar types of electrical equipment.

2. Reading and interpretation of plans and specifications

These questions test for the ability to read and interpret typical plans, layouts, diagrams, and technical specifications related to mechanical or electrical equipment and systems.

3. Inspection, operation, maintenance and repair of basic mechanical equipment

These questions test for knowledge of the principles and practices involved in the inspection, operation, maintenance, and upkeep of basic mechanical equipment such as gears, shafts and bearings, power drives, and similar types of basic machinery and mechanical equipment.

4. Operation, maintenance and repair of SCADA systems and related equipment

These questions test for knowledge of the operating principles of SCADA systems and related peripherals equipment, including appropriate troubleshooting, maintenance, and repair procedures for these systems including radio, telephone, fiber optic based networks, and RTU's.

5. Inspection, operation, maintenance and repair of equipment used in instrumentation

These quesstions test for knowledge of the principles and practices involved in the operation, maintenance, and repair of equipment used in electronic instrumentation, including meters, sensors, indicators, recorders, and data acquisition equipment. Topics covered will include equipment identification, selection, measurement, maintenance, and data interpretation.

6. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
