Residence Requirements: THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER. There is one vacancy at the Erie County Medical Center. The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties: A Chief Hospital Public Safety Officer plans and supervises the security program for the Department of Security and Safety Management at the Erie County Medical Center Corporation; Plans, organizes and supervises the security program, information department, safety program and a hazardous materials management program at the Erie County Medical Center; Formulates appropriate security arrangements, regulations and procedures in conformance with broad policies and directives; Inspects premises to insure efficiency of the security program; Confers with staff, issues instructions and disseminates interpretation of security and safety policies and procedures; Advises and provides technical guidance to institution executives and staff on security and safety matters; Establishes and maintains liaison with the various departments and divisions of the institution; Plans, organizes and conducts in-service training programs for security personnel; Provides fire safety, hazardous material management and security prevention instruction for all employees; Supervises and performs special studies or investigations; Supervises the maintenance of an appropriate system of records and reports; Maintains liaison with appropriate law enforcement agencies; Inspects buildings and grounds and takes necessary action to eliminate existing or potential security, safety and fire hazards; Ensures that firefighting equipment is in proper condition and ready for immediate use; Supervises the enforcement of traffic and parking regulations; Conducts disciplinary hearings.

Qualifications: QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 36 months immediately preceding the date of the written test in the position of Senior Hospital Public Safety Officer.

Subjects of Examination:

A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Administrative Techniques And Practices: These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.

2. Educating And Interacting With The Public: These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.

3. Preparing Written Material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Safety And Security Methods And Procedures: These questions will test for knowledge of the methods and procedures utilized in safety and security. The questions will cover such areas as principles and practices of safety and security precautions in a building or grounds setting, accident prevention, proper response to safety or security related incidents, the investigation of incidents, and the inspection of buildings or grounds for potential safety and/or security problems.

5. Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

6. Understanding And Interpreting Written Material: These questions test how well you comprehend written material. You will be provided with brief reading selections and will be asked questions about the selections. All the information required to answer the questions will be presented in the selections; you will not be required to have any special knowledge relating to the subject areas of the selections.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.

 

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED: Test is rated on a scale of 100 with a passing mark at 70. Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority: For each year of service in the classified service:
