RESIDENCE REQUIREMENTS:  CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT. There is one present vacancy at the Erie County Department of Environment and Planning -Division of Sewerage Management.

Examples of Duties:

Chief of Maintenance- Wastewater Treatment Plant supervising and coordinating the installation, preventive maintenance and repair of mechanical, electrical and instrumentation systems and equipment in a wastewater treatment facilities and supervising the care and maintenance of all buildings and grounds;

Develops a comprehensive preventative maintenance program and establishes safeguards to ensure its proper implementation and continuing application;

Develops a repair and replacement program to encompass the maintenance of a running parts inventory;

Supervises and coordinates all plant maintenance and repair activities;

Supervises the installation and testing of mechanical, electronic, hydraulic, pneumatic and instrumentation systems and equipment;

Assigns and schedules maintenance personnel;

Evaluates the complexity of repair jobs and estimates the cost of labor and parts for such projects;

Trains subordinates and operating personnel in proper and safe maintenance procedures;

Maintains maintenance, repair, replacement and other records and when necessary develops reports based upon these records;

Coordinates and inspects contracted maintenance work performed at the facility;

Assists in the development of an annual maintenance budget and makes pertinent recommendations concerning the operation of the total facility;

Supervises the care and maintenance of all buildings, grounds and structures in the wastewater treatment complex.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.  Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree in mechanical or electrical technology or related field and four (4) years experience in the maintenance and repair of mechanical, electrical and instrumentation systems and equipment, at least two (2) years of which were in a supervisory* position; or:

B.Graduation from high school or possession of a high school equivalency diploma and six (6) years of experience in the maintenance and repair of mechanical, electrical and instrumentation systems and equipment, at least two (2) years of which were in a supervisory* position; or:

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENT:

Applicants must possess a valid New York State Class III Motor Vehicle Operators License and have access to a motor vehicle at the time of permanent appointment.

NOTES: 1. *A supervisory position is defined as a position in which supervision was a major responsibility of the job. Occasional or partial supervision of work crew is not acceptable supervisory experience. 2. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. 3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:

Subjects of examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Inspection, operation, maintenance and repair of basic electrical equipment

These questions test for knowledge of the principles and practices involved in the inspection, operation, maintenance, and upkeep of basic electrical equipment such as motors, switches, wiring, circuit breakers, and similar types of electrical equipment.

2. Reading and interpretation of plans and specifications

These questions test for the ability to read and interpret typical plans, layouts, diagrams, and technical specifications related to mechanical or electrical equipment and systems.

3. Inspection, operation, maintenance and repair of basic mechanical equipment

These questions test for knowledge of the principles and practices involved in the inspection, operation, maintenance, and upkeep of basic mechanical equipment such as gears, shafts and bearings, power drives, and similar types of basic machinery and mechanical equipment.

4. Operation, maintenance and repair of SCADA systems and related equipment

These questions test for knowledge of the operating principles of SCADA systems and related peripherals equipment, including appropriate troubleshooting, maintenance, and repair procedures for these systems including radio, telephone, fiber optic based networks, and RTU's.

5. Inspection, operation, maintenance and repair of equipment used in instrumentation

These quesstions test for knowledge of the principles and practices involved in the operation, maintenance, and repair of equipment used in electronic instrumentation, including meters, sensors, indicators, recorders, and data acquisition equipment. Topics covered will include equipment identification, selection, measurement, maintenance, and data interpretation.

6. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
