Residence Requirements:

RESIDENCE REQUIREMENTS: THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one vacancy at the Erie County Medical Center.

Examples of Duties:

Civil Service Specialist participates in public personnel administration at the Erie County Medical Center Corporation;

 Develops and administers programs pursuant to Civil Service Laws and regulations;

Counsels Department Heads on writing or revising job descriptions;

Collaborates with departments to develop and/or revise class specifications to reflect key elements of position, level of work and differentiation from other classes;

Collaborates with Erie County Personnel for review and approval of job descriptions;

Develops internal tracking system for job descriptions;

Prepares justifications for removal of titles from the competitive class; submits justifications to Erie County Personnel for approval;

Reviews organization pay practices and makes recommendations for salary changes to meet organization needs, collective bargaining and compliance with federal and state laws;

Performs desk audits and makes recommendations on same;

Reviews, analyzes, creates or responds to suggested civil service language changes for collective bargaining units;

Discusses and reviews position vacancies with employees, managers and administrators;

Supervises and/or conducts recruitments for civil service positions;

Develops and administers an introductory Civil Service Program for managers and department heads;

Counsels and advises Department Heads and administrative staff concerning the application and interpretation of Civil Service Law and Rules;

Assigns work, trains, evaluates and disciplines subordinate employees;

Prepares and presents oral and written reports.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.  Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Personnel Management, Human Resources, Public Administration or closely related field and three years of personnel or labor relations experience, one year of which was in the public sector; or:

B.  Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Personnel Management, Human Resources, Public Administration or closely related field and five years of personnel or labor relations experience, one year of which was in the public sector; or:

C.  Graduation from a regionally accredited or New York State registered college or university with Law Degree with specialization in Labor or Employment Law and three years of experience in the practice of labor or employment law, one year of which was in the public sector, or:

D.  An equivalent combination of training or experience as defined by the limits of (A), (B) and (C).

Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements. 3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Classification system administration

These questions test for knowledge of position classification in the public sector. Questions may cover such areas as general objectives of a classification system; job audits and classification surveys; position allocation; and class specifications.

2. Administering a negotiated labor agreement

These questions test for a knowledge of labor/management issues relating to the administration of a negotiated labor agreement and the ability to interpret and apply the terms and conditions of the agreement. Questions may cover such areas as dealing with representatives of employee unions, employee grievances, disciplinary actions, arbitration, employee leave policy, performance evaluations, training, employee assistance programs, health and safety matters, layoff procedures, health insurance benefits, and salary adjustments.

3. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Public personnel administration

These questions test for knowledge of the principles and practices used in applying New York State, federal, and local laws, rules, and policies to situations encountered in planning and executing the personnel functions in a government agency. Questions may cover such areas as recruitment, selection, and placement; position classification; performance evaluation; and employee relations.

5. Public contact principles and practices

These questions test for knowledge of techniques used to interact with other people, to gather and present information, and to provide assistance, advice, and effective customer service in a courteous and professional manner. Questions will cover such topics as understanding and responding to people with diverse needs, perspectives, personalities, and levels of familiarity with agency operations, as well as acting in a way that both serves the public and reflects well on your agency.

6. Recruitment, selection and placement

These questions test for knowledge of planning and implementing programs to hire employees for public sector titles and occupational fields. Questions may cover such areas as determining personnel needs; analyzing job content; ordering examinations; recruitment; and interviewing.

7. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
