Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

Coordinator-Youth Rehabilitation Services (Special Education) plans, implements and coordinates early education and early intervention services to include the clinical practice for special education services and quality assurance oversight for youth rehabilitation services as provided by the Pediatric Educational and Diagnostic Services Department of the Erie County Medical Center Corporation (ECMCC);

Supervises early education and early intervention services provided to preschoolers, infants and toddlers in Erie County; oversees clinical practice for special education services and quality assurance responsibilities for lower-level staff providing youth rehabilitation services;

Assists in planning budget needs and supervises performance of assigned licensed or certificated professional staff;

Reviews overall Individualized Family Service Plan (IFSP) or Individualized Education Plan (IEP) for each child to ensure services are delivered as outlined and in accordance with applicable laws and regulations;

Evaluates effectiveness of department operational procedures and recommends and implements changes in policies and procedures;

Recruits and orients staff;

Implements and audits continuing education aspects of an on-going quality assurance program;

Maintains regular communication with applicable local and State agencies, programs and committees as required; Coordinates service needs;

Oversees patient intake;

Assists in scheduling of staff;

Prepares program reports and maintains records on program performance;

Attends and participates in required meetings;

Participates in and may organize organizational, community and professional functions; May perform direct care services. 

Qualifications:

MINIMUM QUALIFICATIONS: Candidates must meet one of the following requirements on or before the date of the written test:

Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree, and two (2) years of administrative* or supervisory** experience and two (2) years of experience in providing certificated special education services or related services to children in an early education or early intervention program.

SPECIAL REQUIREMENTS:

Possession of one (1) of the following certifications as issued by the New York State Education Department at the time of appointment and maintenance throughout duration of appointment:

1) Permanent Teaching Certification in Special Education; or:

2) Professional Teaching Certification in Special Education; or:

3) Permanent Teaching Certification in Students with Disabilities Birth – Second Grade; or:

4) Professional Teaching Certification in Students with Disabilities Birth – Second Grade; or:

5) School District Administrator; or:

6) School Administrator; or:

7) School Business Administrator;

Possession of a valid New York State Driver License and use of a private automobile at time of application and maintenance throughout duration of appointment. 

Notes:

1. Section 424-a of the Social Services Law requires the local social services district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment. All potential employees for this position will be requested to sign the necessary clearance form prior to being advised that they will be hired. Refusal to sign will be cause for an automatic non-selection.

2. *Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures

3. **Supervision – Responsible direction and control of subordinate employees. This involves the assignment of work, approval of work, training, evaluation and discipline of employees. The supervisory aspects must be an integral part of the job, not incidental or occasional.

4. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

5. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and
comprehensibly. For some questions, you will be given information in
two or three sentences followed by four restatements of the information. You must then choose the best version. For other
questions, you will be given paragraphs with their sentences out of
order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and interpreting written material
These questions test for the ability to understand and interpret written material. You will be presented with brief reading
passages and will be asked questions about the passages. You should base your answers to the questions only on what is
presented in the passages and not on what you may happen to know about the topic.

Administration
These questions test for knowledge of the managerial functions involved in directing an organization or an organizational
segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on
the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel;
coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the
activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format,
include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and
developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of
absenteeism, morale, and discipline.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered
calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language
Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
