Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

Director of Community Health Education and Outreach manages comprehensive programs and initiatives that involve the relationship between the Erie County Medical Center Corporation and the general community and government agencies.;

Develops and coordinates community health education programs and outreach activities;

Identifies, secures and coordinates community health education initiatives;

Initiates community programs that support ECMC's public relations and marketing efforts;

Designs comprehensive marketing and communication plans for community based initiatives;

Develops a budget for community based initiatives;

Conducts periodic needs assessments in conjunction with Nursing Education and Department of Human Resources to support community health education in alignment with recruitment and retention targets;

Serves as facilitator to provide the public with available health resources and current health information;

Plans, implements, and evaluates health and wellness promotion and education programs within school districts, community groups and organizations;

Evaluates efficacy of ECMC provided community health education programs;

Develops programs to educate students and others in the community about career opportunities in healthcare;

Monitors progress of students in sponsored training programs;

Coordinates with appropriate staff to ensure compliance with community health requirements of the New York State Department of Health and other regulatory agencies;

Participates in strategic planning meetings, conferences and promotional events;

Develops informational and educational materials for conferences, seminars, trainings and meetings;

Maintains records; provides comprehensive reports.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A) Graduation from a regionally accredited or New York State registered college or university with a Master's Degree and six (6) years of community relations/outreach experience; or:

B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and eight (8) years of community relations/outreach experience; or:

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

Notes:

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Overseeing community promotion, cultural or special events programs and facilities

These questions test for the ability to plan, organize, and market programs and events. Questions may cover such topics as publicizing activities, supervising volunteers and other workers, and promoting visitor satisfaction and safety.

2. Educating and interacting with the public

These questions test for the ability to communicate with others in a manner consistent with good public relations practices. Questions will cover such concepts as interviewing or gathering information from others; participating in meetings or work groups; and presenting information to citizens, community organizations, staff and the media.

3. Marketing

These questions test for knowledge of principles and practices of marketing, particularly as related to promoting a product or service. Topics may include marketing and promoting various resources through specific programs, determining targeted groups of interest through research and data analysis, planning and implementing a marketing program, and measuring the effectiveness of the marketing effort.

4. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

5. Promoting and publicizing a program

These questions test for knowledge of the principles and practices related to promoting and publicizing a program or service in order to attract customers, clients, or participants. Questions may cover such topics as researching and setting promotion objectives, appealing to various target audiences, and producing and distributing informational materials.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
