THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one vacancy at the Erie County Medical Center Corporation. 

The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any. The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties:

Director of Compensation, Benefits and Human Resources Information System, administers and manages operational aspects of compensation and benefits and the Human Resources Information System (HRIS) in the Human Resources Department at the Erie County Medical Center Corporation;

Develops and implements the strategy and design of compensation and benefit plans such as health, dental and life insurance, New York State Retirement, flexible benefits, deferred compensation and COBRA; ensures compliance with applicable legal and regulatory requirements and collective bargaining agreements;

Develops, implements, administers and communicates innovative employee compensation, severance and benefit programs, polices and processes to align with ECMCC’s strategic business plan; manages program costs and risk, maximizes operational efficiencies and strengthens organizational capabilities;

Evaluates compensation and related processes such as job evaluation process and salary structures and develops recommendations for enhancing processes;

Monitors and ensures performance of contract agencies administering benefit plans against contractual requirements; Participates in collective bargaining contract negotiations and assists in drafting collective bargaining proposals; provides cost/benefit analysis on proposed changes to benefit plans;

Develops and implements communication strategies for proposed contractual changes associated with compensation and benefit plans to all employees; manages the impact of changes on the organization;

Supervises the proper operation of the HRIS, related systems and data transfer into and from the system and related interfaces; ensures operation is compliant with applicable legal and regulatory requirements;

Develops and implements operating procedures, policies and procedures related to HRIS usage and access;

Manages vendor relationships for HR-related software applications;

Develops vision and plan for introducing and implementing new Human Resources technology;

Develops the strategy, design and implementation for new integrated HRIS to include equipment and software installation, necessary modifications, research for interfacing with existing and other systems and networks and directing the work of vendors, contractors and technical staff;

Coordinates and leads HRIS software processes, implementation and system upgrades utilizing current and emerging technology and related processes;

Keeps abreast of applicable legislation and current and emerging market trends, identifies required changes and potential opportunities for improvements and implements changes incorporating best practices;

Acts in a confidential capacity to managerial and executive-level employees and as a resource to department staff and business partners;

Develops and communicates comprehensive change management implementation plans; Participates in and may organize meetings, in-services, trainings and committees.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of Manager of Compensation, Benefits and Human Resources Information System.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Administration
These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

Classification system administration
These questions test for knowledge of position classification in the public sector. Questions may cover such areas as general objectives of a classification system; job audits and classification surveys; position allocation; and class specifications.

Administering a negotiated labor agreement
These questions test for a knowledge of labor/management issues relating to the administration of a negotiated labor agreement and the ability to interpret and apply the terms and conditions of the agreement. Questions may cover such areas as dealing with representatives of employee unions, employee grievances, disciplinary actions, arbitration, employee leave policy, performance evaluations, training, employee assistance programs, health and safety matters, layoff procedures, health insurance benefits, and salary adjustments.

Recruitment, selection and placement
These questions test for knowledge of planning and implementing programs to hire employees for public sector titles and occupational fields. Questions may cover such areas as determining personnel needs; analyzing job content; ordering examinations; recruitment; and interviewing.

Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Understanding and interpreting written material based on laws, policies, and procedures
relating to health insurance, retirement and other benefits These questions test for the ability to read, interpret, and apply relevant laws, policies, and procedures. You will be provided with brief reading selections based on or taken from legal text, each followed by one or more questions. All information needed to answer the questions is contained in the reading selections. No prior knowledge of the subject is required.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
