RESIDENCE REQUIREMENTS: THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one vacancy at the Erie County Medical Center.

Examples of Duties:

Director of Finance-ECMCC plans, coordinates and directs the fiscal and treasury operations and reporting functions at the Erie County Medical Center Corporation;
Oversees the preparation and submission of timely financial statements and accompanying critical information to management, Board of Directors and external parties as required;
Ensures financial statements and reports are prepared in accordance with all governing laws and regulations and ensures timely and accurate submission as required;
Evaluates and maintains internal controls and systems to safeguard assets and facilitate accurate financial reporting;
Develops and presents recommendations for improvements to internal controls;
Reviews and approves reconciliations in a timely manner to support sound internal control practices;
Serves as a liaison to independent auditors for coordination of the annual external audit;
Compiles data for the annual audited financial statements, including the preparation and/or review of required schedules and disclosures from staff;
Manages payroll processes to ensure accurate and timely processing, payroll tax reporting and compliance and payroll management reporting;
Serves as the liaison with Human Resources for payroll processing activities;
Participates in the annual operating and capital budgeting activities and processes;
Coordinates compilation of source information with internal and external parties and manages proper recording of actuarially determined liabilities and reserves;
Analyzes liabilities and reserves information and reconciles data to assure accuracy;
Manages treasury functions including banking, banking relationships, investments and coordinating financial policy with advisors; serves as liaison for day-to-day operations with bankers;
Coordinates activities for the Investment Committee of the Board of Directors and ensures compliance with and conducts annual review of the Investment Policy Statement;
Coordinates wire transfers; over sees day-to-day cash management and projections and participates in the evaluation of debt/financing arrangements;
Attends meetings and participates in committees as required;
Evaluates staffing needs and develops a strong, customer-focused finance team;
Maintains open communication supporting sound internal controls and the culture of ECMCC.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Accounting or Finance and either:

A) Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Business Administration, Accounting, Finance or closely related field and seven (7) years of accounting and/or financial management experience, three (3) of which included healthcare auditing and three (3) years of which included supervisory* or administrative** experience; or:
B) Possession of a current and active certification as a Certified Public Accountant as issued by New York State Department of Education and five (5) years of accounting and/or financial management experience, three (3) years of which included healthcare auditing and three (3) years of which included supervisory* or administrative** experience.

NOTES: 1.  *Supervision – Responsible direction and control of subordinate employees.  This involves the assignment of work, approval of work, training, evaluation and discipline of employees.  The supervisory aspects must be an integral part of the job, not incidental or occasional.  2. **Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures . 3. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. 4. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:

Subjects of examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Evaluating conclusions in light of known facts

These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.

2. Fiscal management

These questions test for a general knowledge of the financial environment within which governments must operate. Questions may deal with, but are not necessarily limited to, such matters as capital and operating budgeting; general and governmental accounting; cost analysis; financial analysis; cash management; internal controls; general and governmental purchasing; storeskeeping and inventory control.

3. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

5. Understanding and interpreting tabular material

These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
