RESIDENCE REQUIREMENTS: THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

Director of Outpatient Operations-Primary Care serves as the administrator and being responsible for the daily operations and delivery of patient care of the Primary Care outpatient service line in Ambulatory Services at the Erie County Medical Center Corporation; 

Administers and oversees the operations of the Primary Care outpatient service line responsible for providing patient care;

Oversees the work practices to ensure applicable laws, rules, regulations and accreditation standards are followed;

Develops, amends and implements policies and procedures related to the administrative functions of the service line; collaborates with applicable staff subject matter experts when developing/amending policies and procedures;

Develops the staffing model for the service line to include staffing level requirements, work schedules and review of leave requests;

Hires, promotes, evaluates, disciplines and discharges personnel;

Establishes, monitors and evaluates Quality Assurance/Performance Improvement (QAPI) activities for the service line;

Monitors daily workflow to ensure greater efficiency and effectiveness in patient flow and delivery of quality care;

Reviews service line’s charge sheets to ensure proper capture of charges and works with Finance Department to ensure timely completion of charge sheets;

Participates in internal reviews to ensure care provider documentation verifies those services rendered and billed are accurate and compliant with applicable laws, rules, regulations and ECMCC policies;

Develops and submits annual budget request for designated service line; monitors budget performance against approved allocations;

Oversees medical provider (Physicians and Physician’s Assistants) relations including, but not limited to, scheduling work hours, time-off requests, patient billing, compliance with contractual terms, adherence with regulatory/legal guidelines, understanding/improving work flow and others matters as they arise;

Participates in contract negotiations with care providers and vendors; monitors contract performance to ensure adherence with contractual terms;

Monitors performance data and prepares reports following a specified format or guidelines as required by regulatory agencies or ECMCC management;

Coordinates the investigation of complaints or problems and takes corrective action;

Serves on committees and attends meetings as necessary.

Qualifications:

MINIMUM QUALIFICATIONS: Candidates must meet the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree and three (3) years of administrative* or supervisory** experience in a hospital or healthcare setting, of which one (1) year was in an outpatient primary care setting; or:

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and five (5) years of administrative* or supervisory** experience in a hospital or healthcare setting, of which one (1) year was in an outpatient primary care setting; or:

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

NOTES: 1. *Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures 2. **Supervision – Responsible direction and control of subordinate employees.  This involves the assignment of work, approval of work, training, evaluation and discipline of employees.  The supervisory aspects must be an integral part of the job, not incidental or occasional.  Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Nursing or Administration may be substituted for one year of the required non-specialized clinical nursing experience. 3. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements. 4 Your degree and/or col1ege credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Administrative supervision

These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

2. Administration

These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

3. Educating and interacting with the public

These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.

4. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

5. Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
