RESIDENCE REQUIREMENTS: THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center.

Examples of Duties:

Director of Recruitment and Training oversees, plans, coordinates, and directs the staff recruitment, development, and non-clinical employee training functions in the Human Resources Department at the Erie County Medical Center;

Oversees recruitment activities including developing strategies to achieve organizational hiring goals, the sourcing and selection processes for all positions (e.g. Civil Service, agency, contracted) and supervising recruitment staff;

Oversees the development, coordination, and implementation of non-clinical employee training programs and oversees the development of training curriculum;

Develops and monitors operational budgets for recruitment and training functions;

Develops and manages the employer branding and marketing strategies, such as networking, online databases and referrals, in collaboration with internal and external marketing professionals in terms of recruitment;

Oversees the development and selection of tools and metrics necessary to monitor the effectiveness of the recruitment plan and its various components; evaluates recruitment goals utilizing objectives such as such as time-to-fill, quality of hire, cost per hire and source effectiveness;

Works with hiring managers to facilitate their participation in the recruitment process;

Develops and maintains professional relationships with colleagues, college/university placement staff and contracted staffing agencies regarding placement of staff and development of staff; monitors performance of contracted agencies against contractual terms;

Performs full cycle recruitment process for senior level and confidential titles activities to include identifying, evaluating and recommending candidates;

Oversees employee on-boarding, orientation, and reorientation processes performed by lower-level staff;

Ensures Training Coordinator meets with managers and employees to identify and analyze training and development needs in the context of ECMCC goals and objectives;

Develops and maintains working relationships with other training organizations, educational institutions, consultants and labor/management groups;

Monitors training compliance and evaluates statistical reports; communicates information regarding the development, execution and evaluation of training and development programs;

Participates in and may organize meetings, committees, in-services, trainings and presentations.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

A.) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Business, Human Resources, or closely related field and three (3) years of Recruitment or Training Development experience; or

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Business, Human Resources, or closely related field and five (5) years of Recruitment or Training Development experience; or

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENTS:
Possession and maintenance of a New York State Driver License and use of a private vehicle at time of appointment and throughout duration of appointment.

Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas: 

1. Administration

These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

2. Administering a negotiated labor agreement

These questions test for a knowledge of labor/management issues relating to the administration of a negotiated labor agreement and the ability to interpret and apply the terms and conditions of the agreement. Questions may cover such areas as dealing with representatives of employee unions, employee grievances, disciplinary actions, arbitration, employee leave policy, performance evaluations, training, employee assistance programs, health and safety matters, layoff procedures, health insurance benefits, and salary adjustments.

3. Recruitment, selection and placement

These questions test for knowledge of planning and implementing programs to hire employees for public sector titles and occupational fields. Questions may cover such areas as determining personnel needs; analyzing job content; ordering examinations; recruitment; and interviewing.

4. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
