Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

Facility Safety Supervisor oversees the timely completion of service inspections and preventative maintenance activities as well as supervising maintenance staff at the Terrace View Long-Term Care Facility of the Erie County Medical Center Corporation; 

Develops and maintains schedules for inspections of equipment including, but not limited to, sprinklers, boilers, air handler filters, kitchen hoods and generators;

Monitors contractor performance of inspections to ensure timeliness and completeness and that work is done in accordance with applicable laws, rules, regulations and accreditation standards; serves as a liaison to contractors performing inspections;

Serves as a liaison to the Erie County Medical Center Corporation Plant Operations Department;

Identifies installations and repairs to be performed by ECMCC Plant Operations; coordinates and prioritizes such work requests;

Develops and maintains preventative maintenance schedule and assigns work activities to lower-level staff;

Inspects facility for deficiencies to buildings and equipment and to ensure facility meets applicable regulatory requirements; assigns applicable staff to make repairs and checks work for completeness and functionality;

Collaborates with ECMCC staff for assistance on buildings, grounds and plant operations matters; schedules work and verifies such work is completed;

Ensures flammable and hazardous materials are properly stored and labeled; records pertinent information for such materials as required;

Reports hazardous conditions or equipment to appropriate personnel and investigates those matters under his/her responsibility;

Assists in procurement activities such as determining scopes of work for requests-for-proposals and reviewing bid responses as they relate to meeting technical requirements;

Develops work schedules, coordinates assignment of work activities, and inspects and evaluates work performance;

Develops procedures for performing daily work activities;

Trains Maintenance Workers and Biomedical Repair Technicians on proper techniques for completing maintenance work activities;

Attends and participates in meetings, committees, trainings, in-services, etc.

 

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

Graduation from high school or possession of a high school equivalency diploma and six (6) years of experience in the maintenance and repair of buildings and equipment, of which two (2) years included supervisory* experience in a skilled nursing facility.

SPECIAL REQUIREMENTS:
Possession of a valid New York State Driver License at time of appointment and maintained throughout duration of appointment.

Notes:

1. *A supervisory position is defined as a position in which supervision was a major responsibility of the job. Occasional or partial supervision of work crew is not acceptable supervisory experience.

2. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Administrative supervision

These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

2. Work planning and scheduling

These questions test for knowledge of the principles used in developing and implementing work plans and for the ability to arrange work assignments in a manner that will achieve work goals while staying within scheduling criteria. This may include setting up vacation or work schedules, taking into consideration such factors as seniority, work skills, duty hours, and shift coverage.

3. Review and interpretation of plans and specifications, and the preparation of estimates

These questions test for the ability to read and understand typical building plans, layouts, and technical specifications; and for the ability to calculate accurate estimates of material and labor costs.

4. Operation, construction, alteration, and maintenance of physical plants, including mechanical and electrical equipment

These questions test for knowledge of the methods and materials used in the construction, alteration, maintenance and repair of physical plant facilities including such areas as building foundation and framing, building hardware, insulation, and roofing; and building plumbing, electrical, sanitary, and heating, ventilating, and air conditioning systems.

5. Maintenance management and energy conservation

These questions test for knowledge of the principles and practices involved in managing a building maintenance and energy conservation program including such areas as determining the need for and scheduling building repairs; proper building maintenance techniques; and effective energy conservation practices for buildings, including optimal heating plant and cooling system operation.

6. Review and interpretation of contracts and codes

These questions test for knowledge of the principles and practices involved in reviewing and interpreting typical contract documents; and the ability to read and interpret standard building code reading selections.

7. Operation and maintenance of heating, ventilating and air conditioning systems

These questions test for knowledge of basic principles, practices and techniques essential to the correct operation and maintenance of heating, ventilating and air conditioning systems, including such areas as air supply and exhaust systems, circulating fan capacities, building ventilation requirements, steam, hot water, and hot air heating systems; boiler operation; the refrigeration cycle, types and characteristics of refrigerants, troubleshooting air conditioning system problems, and proper maintenance of air conditioning systems. 

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
