Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

Grant Manager manages the grant request efforts and supervising the staff performing technical grant work at the Erie County Medical Center Corporation; 

Manages the development and coordination of requests for grant funding for ECMCC and its affiliates;

Develops and implements strategies for identifying funding opportunities, submitting requests and optimizing the grants administration process;

Manages the submission of grant proposals for timeliness, compliance with funder requirements and consistency with ECMCC programming and mission;

Interviews applicants and assists in the hiring of staff; monitors employee performance and completes performance evaluations; monitors time and attendance;

Collaborates with departmental personnel affected by proposed grant to develop grant submission content, outline utilizing of potential/actual funding, review grant process and explain compliance with grant guidelines;

Meets with representatives of funding sources to discuss funder requirements and build a professional relationship; makes presentations for funding requests;

May write, prepare and submit grant requests;

Prepares reports and makes presentations;

Monitors sources dealing with funds available through grants from governmental agencies, corporations, private foundations, etc.;

Oversees the maintenance of master files on grants, monitors paperwork connected with grant-funded programs and reviews and reports notices of grant awards and denials;

Attends and participates in required conferences, meetings, workshops, trainings, etc. 

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree and two (2) years of experience in raising funds, grant writing, grant procurement or coordination of a public or private grant program, of which one (1) year was in an administrative* or supervisory** capacity; or:

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and four (4) years of experience in raising funds, grant writing, grant procurement or coordination of a public or private grant program, of which one (1) year was in an administrative* or supervisory** capacity; or:

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B). 

Notes:

1. *Administrative experience, as defined by New York State Civil Service, means responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation. Experience performing specialized functions or “staff activities” such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administration experience.

2. **Supervisory experience, as defined by New York State Civil Service, means responsible direction and control of subordinate employees. This involves a responsibility for planning for individuals in a work group.  Typical duties may include, but not limited to, assigning and reviewing work, evaluating performance, maintaining work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline.  The supervision aspects must be an integral part of the job, not incidental or occasional.  True supervision (e.g. first-line supervisors as opposed to “lead workers”) is characterized by: (1) the close and immediate supervision of permanently assigned employees, on a regular, ongoing basis; (2) responsibility for the assignment and review of work, providing work instruction, the evaluation of work performance, maintenance of work standards, handling absenteeism, discipline, etc.; (3) accountability for the quantity and quality of subordinate’s work and/or the completion of projects and program accomplishments.

3. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. 

4. Your degree and/or col1ege credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and interpreting written material
These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Understanding and interpreting tabular material
These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

Evaluating conclusions in light of known facts
These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove
the conclusion. The questions will not be specific to a particular field.

Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

 NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
