Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one vacancy at the Erie County Medical Center Corporation. 

Examples of Duties:

A Hospital Public Safety Investigator conducts criminal investigations for the Security and Safety Management Department at the Erie County Medical Center Corporation; 

Examines crime scenes to obtain clues and evidence;

Preserves, processes and analyzes items of evidence obtained from crime scenes and suspects, placing them in proper containers and destroying evidence no longer needed;

Obtains facts or statements from complaints, employees, witnesses and accused person(s) and records interview and obtains summary of incident from officer in charge at crime scene;

Conducts confidential internal investigations;

Records progress of investigations; maintains informational and confidential files; submits reports to support the authorization of warrants;

Prepares and serves search and arrest warrants;

Provides testimony as a witness in court;

Notes relevant details upon arrival at scene, takes photographs or videotapes relevant parts of a crime scene including, but not limited to entrance and exit routes, streets, intersections, collection of evidence, examination of victim, defendants and witnesses, footprints, tire tracks, bullets and bloodstains;

Organizes scene search, assigning specific tasks and areas of search to individual officers;

Participates or assists in raids and arrests;

Collaborates with outside agencies and serves on inter-agency task forces to combat specific types of crime;

Maintains surveillance of establishments to obtain identifying information on suspects; Schedules polygraph tests for consenting parties and records results of test interpretations for presentation of findings;

Observes and photographs narcotic purchase transactions to compile evidence and conduct undercover investigations;

Conducts pre-employment investigations.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of Hospital Public Safety Officer and in addition:

Graduation from high school or possession of a high school equivalency diploma; and:

A) Completion of a minimum of sixty (60) credit hours from a regionally accredited or New York State registered college or university with a major in Criminal Justice, Law Enforcement, or Police Science; or:

B) Completion of a pre-employment Law Enforcement Academy; or:

C) Two (2) years of Law Enforcement Officer or Military Policeman experience; or:

D) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C). 

SPECIAL REQUIREMENTS:

1. U.S. citizenship; and:

2. Possession of a valid New York State Driver’s License at time of appointment; and:

3. Possession of a New York State Pistol Permit at time of appointment; and:

4. Completion of the Basic Course for Peace Officers with Initial Course in Firearms and Deadly Physical Force, Initial Other Weapons- Aerosol Subject Restraint and Initial Other Weapons – Expandable Baton within six months of appointment.

5. Qualification as a New York State Peace Officer within one (1) of appointment.

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Evaluating information and evidence

These questions test for the ability to evaluate and draw conclusions from information and evidence. Each question consists of a set of facts and a conclusion based on the facts. The candidate must decide if the conclusion is warranted by the facts.

2. Investigative techniques

These questions test for knowledge of the fundamental concepts in the area of field investigation. The questions will cover such areas as: obtaining the cooperation of individuals involved in an investigation, preparing for the investigation and/or interview, investigative principles, interviewing principles and practices, behavior and attitudes of the investigator and others, gathering of data and evidence, and presenting the results of an investigation.

Many of the questions are situational in nature and attempt to measure the candidate's ability to apply basic investigative techniques. The questions are generic rather than dealing with investigations in a particular field.

3. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

5. Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.    

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.

INFORMATION FOR PROMOTION CANDIDATES

 Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:
