RESIDENCE REQUIREMENTS: THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one vacancy at the Erie County Medical Center.

Examples of Duties:

A Hospital Utilization Review Clerk performing clerical duties of a moderately difficult nature relating to hospital quality management at the Erie County Medical Center Corporation;

Interacts with insurance companies and external review agencies using various communication modes and provides patient information such as medical chart information, discharge status and alternate level of care status;

Types forms, records and other documents relating to patient activities;

Receives insurance coverage notices and related documents and inputs into electronic database and/or electronic medical health record system; distributes insurance coverage information to appropriate parties;

Inputs and maintains information related to patient records and discharge status in various electronic databases and electronic medical records systems and prepares and distributes reports, surveys and/or studies relating to utilization review;

Compiles and submits required paperwork and patient medical information for requesting expedited reviews and discharge appeals with insurance companies and external review agencies;

Develops statistics and patient data for inclusion in records, reports and other documentation from computerized and electronic databases; Reviews reports and other documents for completeness, accuracy and conformity with established procedures;

Coordinates with Emergency Room staff to ensure medical rights letters are provided to patients upon admission; documents and communicates findings with appropriate staff; Presents and/or distributes via certified mail to patients and/or caregivers documents related to insurance coverage, discharge status, etc;

Prepares charts for on-site and off-site review, facilitates expedited reviews, processes chart requests timely and promptly;

Interacts with various hospital staff to obtain and/or provide information to update and maintain patient information;

Serves as Utilization Review liaison;

Prepares payroll for processing, indexes and files documents and correspondence, attends related training sessions and seminars; acts as receptionist, takes telephone messages and provides routine information.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

A) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree; or

B) Graduation from high school or possession of a high school equivalency diploma and two (2) years of hospital clerical experience; or

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

NOTES: 1.Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements. 2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Name and number checking

These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.

2. Office record keeping

These questions test your ability to perform common office record keeping tasks. The test consists of two or more "sets" of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of data from several sources; scheduling; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

3. Operations with Letters and Numbers

These questions test for skills and abilities in clerical operations involving alphabetizing, comparing, checking and counting. The questions require you to follow the specific directions given for each question which may involve alphabetizing, comparing, checking and counting given groups of letters and/or numbers.    

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials

A $20.00 filing fee is required for this exam. The required fee must accompany your application. Send or bring check or money order made payable to Erie County Personnel Department and write the examination number(s) on your check or money order. Do not send or bring cash, as the County cannot be responsible for cash payment.
