Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

Human Resources Information System-HRIS Specialist performisdifficult and complex analysis of data extracted from the Human Resources Information System (HRIS) in the Human Resources Department at the Erie County Medical Center Corporation; 

Participates in and works on highly confidential personnel matters;

Assists in ensuring data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities;

Assists in maintaining data integrity in systems by running queries and analyzing data;

Assists in oversight of maintaining complete and accurate employee data;

Performs and assists in internal and external audits of compensation data, systems and processes to ensure compliance with applicable laws, regulations and internal policies;

Performs internal audits for reconciliation of monies received by Human Resources and provides summary of audits; Assists Health Information Systems staff in researching and resolving HRIS problems, unexpected results or process flaws;

Assists Health Information Systems staff in the review, testing, coordination and implementation of HRIS system upgrades or patches;

Recommends new and improvements to existing HRIS processes and policies;

Writes, maintains and supports a variety of reports and queries;

Assists in development of existing and new standard reports;

Develops user procedures, guidelines and documentation for HR initiatives related to HRIS;

Trains system users on new processes and procedures;

Serves as a liaison with Finance and Health Information Systems to understand internal policies and processes and support continuous process improvements;

Provides overall project management for HR initiatives related to HRIS; supports technical projects as assigned; Attends and participates in meetings, seminars and training sessions; Keeps abreast of current trends in computerized HRIS systems.


Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and two (2) years of administrative support experience in the field of human resources, one (1) year of which included the utilization of a human resources information system.

.1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Principles and practices of database administration

These questions test for a basic background in data base administration. They cover generally accepted data base principles such as data independence, data modeling, data base performance, recovery, and other factors involved in establishing and monitoring a properly functioning data base management system. No knowledge of specific data base management systems is required.

Project management

These questions are designed to test for techniques and concepts of project management. They may cover, but not necessarily be confined to, management of systems development, management by objectives, project scheduling and control techniques (e.g., PERT), characteristics of organizations and of the systems life cycle, and the development of data processing standards.

Systems analysis and design

These questions test for techniques and concepts of computer systems analysis and design. They cover such subjects as feasibility and applications studies, systems development tools and software, the systems life cycle, types of systems (e.g., client/server, Web-based), controls, and systems documentation, testing, and implementation.
 

Training users of computers

These questions test for knowledge of techniques for using computers and approaches to training others to use them. They cover such subjects as use of computer hardware, software and applications; preparing and evaluating instruction materials; determining the level of trainees' knowledge and the use of computers to provide instruction and feedback. The questions on training depend upon good judgment and practical experience rather than knowledge of abstract principles.

Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
