Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one vacancy at the Erie County Medical Center Corporation. 

The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any. The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties:

An Information Technology Operations Manager coordinates and oversees the information technology systems and technical staff operations in the Health Information Management Department at the Erie County Medical Center Corporation; 

Oversees and coordinates information technology operations activities such as end-user device support and life cycle maintenance, field services and general technical support;

Oversees and coordinates the implementation of new and upgrades to information technology hardware, software systems and processes according to organizational technical strategy;

Oversees the Help Desk and call center operations as performed by lower-level staff;

Supervises, evaluates and designates assignments to lower-level staff; trains lower-level staff on technical matters;

Collaborates with partner teams, such as infrastructure and telecommunications teams, for providing appropriate and timely IT service delivery (e.g. technical support, installation, implementation, etc.);

Monitors daily staff operations for compliance with processes and procedures;

Provides reports to senior departmental staff on the daily operations and technology matters;

Performs analysis of operations and technology and provides recommendations of potential changes or enhancements for adhering to operational requirements;

Coordinates incident management of end-user hardware and software according to organizational framework; works with department staff on addressing and resolving such issues;

Oversees the maintenance of ECMCC’s fleet of end-user device equipment; evaluates emerging end-user technologies and makes recommendations of new technology to senior departmental staff;

Performs functionality tests of end-user hardware and software; works with departmental staff to perform user acceptance testing;

Assists in developing annual budgets and short- and long-term planning; manages applicable vendor contracts;

Keeps abreast of industry information and trends related to information technology systems; attends and participates in continuing professional education courses and programs.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of CSEA Job Grade 14 or 15  and the following requirements on or before the date of the written test: 

A.) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree and two (2) years of administrative or supervisory information technology experience in systems administration or systems technical support in a healthcare setting; or:

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and four (4) years of information technology experience in systems administration or systems technical support, of which included two (2) years of administrative or supervisory experience in a healthcare setting; or:

C.) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree or completion of sixty (60) semester credit hours and six (6) years of information technology experience in systems administration or systems technical support, of which included two (2) years of administrative or supervisory experience in a healthcare setting; or:

D.) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).

Notes:

1. *Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures

2. **Supervision – Responsible direction and control of subordinate employees.  This involves the assignment of work, approval of work, training, evaluation and discipline of employees.  The supervisory aspects must be an integral part of the job, not incidental or occasional.   

3. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

4. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Administrative techniques and practices

These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.

Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Systems analysis and design

These questions test for techniques and concepts of computer systems analysis and design. They cover such subjects as feasibility and applications studies, systems development tools and software, the systems life cycle, types of systems (e.g., client/server, Web-based), controls, and systems documentation, testing, and implementation.

Training users of computers

These questions test for knowledge of techniques for using computers and approaches to training others to use them. They cover such subjects as use of computer hardware, software and applications; preparing and evaluating instruction materials; determining the level of trainees' knowledge and the use of computers to provide instruction and feedback. The questions on training depend upon good judgment and practical experience rather than knowledge of abstract principles.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
