Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE BUFFALO AND ERIE COUNTY PUBLIC LIBRARIES WHICH INCLUDE ALL ERIE COUNTY TOWN LIBRARIES AND THE CITIES OF LACKAWANNA AND TONAWANDA LIBRARIES. The eligible list resulting from this examination will be used to fill future vacancies in this title and any other title deemed appropriate by the Erie County Personnel Commissioner.

The eligible list will have a minimum duration of one year from date of establishment or until exhausted, up to a maximum duration of four years. The eligible list resulting from this examination WILL supersede currently existing eligible lists with the same job title after one year or when they are exhausted.

Examples of Duties:

A Librarian II performs professional work such as selecting books and materials, original cataloging and original classifying.

Typical tasks include performing difficult and involved informational and referral services, developing and conducting progress for community groups and compiling bibliographies;

Utilizes information resources in a variety of formats to meet needs of library patrons; may serve as subject specialist;

Manages the daily operations of assigned department under the guidance of a higher level librarian or administrator including, but not limited to, assignment of tasks, scheduling, and evaluation of lower level staff;

Provides oversight of operations at assigned branches under guidance of a higher level librarian; assists lower level librarians and library staff within assigned group of branches; recommends appointment, promotion, disciplinary action of lower level branch staff; provides oversight of branch collection and makes recommendations to Central Collection Development for new materials;

Recommends new services based on identified patron needs;

Directs planning and implementation of library program for patrons of all ages; Publicizes library activities and materials through displays, bibliographies, brochures, social media, websites, etc.

Performs varied and/or specialized professional library work in collection development, including acquisition, evaluation and selection, discarding, weeding and withdrawal of library materials;

Performs original cataloging as well as advanced classification and record editing;

Prepares statistical and/or narrative reports, memoranda and correspondence, grant applications and budget estimates;

Serves as a liaison for library services to community groups or other libraries;

Keeps informed of professional developments.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding October 16, 2019 in the position of Librarian I and have one additional year of full-time or equivalent part-time Professional Librarian experience. This experience must have been gained subsequent to your MLS* Degree. Candidates must also have a New York State Public Librarian's Professional Certificate.

*New degrees recognized starting November 19, 2014:
MS in Information and Library Science ....Equivalent to MLS in Information and Library Science
MS School Librarianship .....Equivalent to MLS in Library Media Specialist

Notes:

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Notice to Candidates: Transcripts will now be accepted by the Department of Personnel ONLY at time of application.
All subsequent transcripts must be submitted at time of interview.

Subjects of Examination:

There will be no written or oral test for this examination.  If you meet the minimum qualifications, you will receive a rating based upon an evaluation of your training and experience against the duties of the position being tested.

Candidates must first complete an examination application and return it to the Erie County Department of Personnel on or before the last filing date of October 16, 2019.

Approved candidates will be sent a notice containing directions to a website address needed to complete a Training and Experience Questionnaire. 

The Training and Experience Questionnaire will be available on November 1, 2019, and approved candidates will be required to complete and submit this questionnaire between November 1, 2019 and midnight, November 30,  2019.  NOTE: Candidates will not be able to claim any credit for training or experience gained after the application filing deadline of October 16, 2019. 

Candidates who fail to submit a questionnaire by midnight, November 30, 2019 will not receive a rating. 

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

Over 6 years up to 11 years.....………......….........2 points

Over 11 years up to 16 years….…........….........…3 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.

A $20.00 filing fee is required for this exam. The required fee must accompany your application. Send or bring check or money order made payable to Erie County Personnel Department and write the examination number(s) on your check or money order. Do not send or bring cash, as the County cannot be responsible for cash payment. As no refund will be made, you are urged to compare your qualifications carefully with the requirements for admission and file only for those examinations for which you are clearly qualified.
