Residence Requirements:

RESIDENCE REQUIREMENTS: CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING May 18, 2016 AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT. This list will be used to fill positions in libraries which are chartered to serve populations between 2,500 and 4,999 and populations under 2,500. *Salaries vary among municipalities and districts.

 

Examples of Duties:

Library Manager selects materials for acquisitions using standard review sources and library system aids; performs simple informational, reference and referral services and directs complex questions to the Central Library or System; recommends building repairs and alterations; conducts library programs on subjects of community interest;
works with system consultants to evaluate the effectiveness of the library's services in relation to the changing needs of the community; recommends changes or additions in library services to the board; administers personnel policies established by the board; prepares preliminary budget estimates for the board; represents the library at community and group meetings; recommends and administers public relations programs; administers policies on the purchase and weeding of library materials; attends library system workshops and professional meetings; conducts staff meetings; recommends appointments, promotions and disciplinary actions. 

Qualifications:

MINIMUM QUALIFICATIONS FOR A LIBRARY CHARTERED TO SERVE A POPULATION BETWEEN 2,500 AND 4,999: Candidates must meet the following requirements on or before May 18, 2016: Completion of sixty (60) semester credit hours from a regionally accredited or New York State registered two (2) or four (4) year college or university and one year of library clerical experience.


MINIMUM QUALIFICATIONS FOR A LIBRARY CHARTERED TO SERVE A POPULATION UNDER 2,500: Candidates must meet the following requirements on or before May 18, 2016: Graduation from high school or possession of a high school equivalency diploma and two (2) years of library clerical experience.

NOTES:  1.  Qualifications are mandated by the State Education Department and are based upon the population the library is chartered to serve. 2.  Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.  3.  Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices.  A grade of "D" or better is necessary for a course to be credited as successfully completed.  If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency.  You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

There will be no written or oral test for this examination.  If you meet the minimum qualifications, you will receive a rating based upon an evaluation of your training and experience against the duties of the position being tested.

Candidates must first complete an examination application and return it to the Erie County Department of Personnel on or before the last filing date of May 18, 2016.

Approved candidates will be sent a notice containing directions to a website address needed to complete a Training and Experience Questionnaire.  

The Training and Experience Questionnaire will be available on July 1st, 2016, and approved candidates will be required to complete and submit this questionnaire between July 1, 2016  and midnight, July 31, 2016.  NOTE: Candidates will not be able to claim any credit for training or experience gained after the application filing deadline of May 18, 2016.

Candidates who fail to submit a questionnaire by midnight, July 31, 2016, will not receive a rating.

A $20.00 filing fee is required for this exam. The required fee must accompany your application. Send or bring check or money order made payable to Erie County Personnel Department and write the examination number(s) on your check or money order. Do not send or bring cash, as the County cannot be responsible for cash payment. As no refund will be made, you are urged to compare your qualifications carefully with the requirements for admission and file only for those examinations for which you are clearly qualified.
