Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

A Manager of Civil Service administers the Civil Service Law and Rules for the Erie County Medical Center Corporation;

Directs, in conjunction with the Compensation department, the administration of the Corporation’s classification plan and its related components;

Directs the Corporation’s jurisdictional classification process; reviews proposed class specifications for approval to the Competitive Class and approval on specifications requiring New York State review for jurisdictional classification;

Counsels and advises Corporation officials and the public on matters related to the application and interpretation of the Civil Service Law, Civil Service Rules and specific issues of personnel administration and organization;

Develops Civil Service administration policies and procedures subject to approval as required;

Directs and supervises, through subordinate staff, the Corporation’s internal function with regards to examination administration, certification and maintenance of eligible lists, review of applications, personnel changes, employee roster records, creation and revision of class specifications and certification of payrolls;

Coordinates the establishment and revision of Civil Service Rules and Resolutions and in the preparation and conduct of public hearings, as needed;

Serves as a liaison to New York State Civil Service Division and Erie County Personnel Department for matters requiring technical advice and assistance, such as the preparation and administration of examinations and issues related to the administration of Civil Service (Erie County and New York);

Assigns work, trains, evaluates and disciplines subordinate employees; Prepares and presents oral and written reports.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of Civil Service Specialist.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Classification system administration

These questions test for knowledge of position classification in the public sector. Questions may cover such areas as general objectives of a classification system; job audits and classification surveys; position allocation; and class specifications.

2. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

3. Public personnel administration

These questions test for knowledge of the principles and practices used in applying New York State, federal, and local laws, rules, and policies to situations encountered in planning and executing the personnel functions in a government agency. Questions may cover such areas as recruitment, selection, and placement; position classification; performance evaluation; and employee relations.

4. Recruitment, selection and placement

These questions test for knowledge of planning and implementing programs to hire employees for public sector titles and occupational fields. Questions may cover such areas as determining personnel needs; analyzing job content; ordering examinations; recruitment; and interviewing.

5. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points
