Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation. 

Examples of Duties:

A Nurse Navigator-Department of Plastic and Reconstructive Surgery coordinates and provides perioperative clinical care for patients and their caregivers in the Department of Plastic and Reconstructive Surgery at the Erie County Medical Center Corporation; 

Familiarizes self with and monitors assigned patient's medical/psychosocial history and keeps track of their major sequence of events during the perioperative continuum of care;

Introduces self to patient/caregiver(s) to explain the role of the Nurse Navigator and interdisciplinary care team and maintains communication throughout perioperative continuum of care;

Assesses patient understanding of his/her surgical process and treatment options required for informed decisions;

Compares patient health record with applicable regulations and standards to determine when patient can be scheduled for surgery;

Contacts physician(s) to share assessments, goals, and plans for the patient's hospital stay and knows the anticipated diagnosis-related group (DRG), length of stay and transfer/discharge dates;

Collaborates with interdisciplinary team members to share assessments, identify diagnosis-related group (DRG) for reimbursement and develop clinical patient care plan, critical pathways and perioperative milestones based on specific medical needs;

Selects initial care plan and critical pathways for individual patients utilizing medical, physical, emotional, social and economic needs; identifies, analyzes and takes corrective action for patterns of variance that emerge within care plan or critical pathways;

Identifies available community resources for all stages of care and coordinates discharge plan with Care Management Department;

Develops educational materials on various surgical operations and distributes to patient/caregiver(s) based on individual medical needs;

Reviews admissions to Plastic and Reconstructive Surgery areas of care within one (1) business day of patient arrival;

Assists with completing paperwork for surgical prior authorizations and denials in accordance with third-party payer guidelines;

Requests physician review of care plans and related documentation to support prior authorization requests;

Assists in monitoring Electronic Medical Record (EMR) activity and compliance.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A) Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Nursing and three (3) years of registered professional nursing experience, of which one (1) year was in a surgical, plastic surgery or reconstructive surgery setting; or:

B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Nursing and five (5) years of registered professional nursing experience, of which one (1) year was in a surgical, plastic surgery or reconstructive surgery setting; or:

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENTS:

Possession of a license and current registration to practice as a Registered Professional Nurse in New York State at time of appointment and maintenance throughout duration of appointment;

Possession of Basic Life Support (BLS) Certification at time of appointment and maintenance throughout duration of appointment.

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

***Delete*** Current health issues, problems and trends
These questions test for knowledge of current issues in health care. Questions may cover such topics as social, political, and economic factors which impact on resource allocation in health-care delivery; disease prevention and control; patient confidentiality; quality assurance; and utilization review.

***Delete*** Nursing principles and practices: general nursing
These questions test for knowledge of general nursing principles and practices. Questions may cover such topics as common treatment modalities; causes of disease; medication procedures; development and implementation of patient care plans; nursing judgment; and appropriate action in emergency situations.

Principles and practices of staff development and training
These questions test for the knowledge and abilities used to develop and deliver training. They address topics such as the assessment of training needs; instructional design; training methods and techniques; the use of training aids, materials, and technology; motivation; learning theory; classroom management; the evaluation of learning outcomes; and the usage of training-related data.

Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

These questions test for knowledge of current issues in health care. Topics may cover such areas as social and psychological aspects of health care, disease prevention and control, evaluating health care, confidentiality, and health and safety.

These questions test for knowledge of the nursing process and general clinical theory and practice as they relate to nursing. Questions will cover such topics as common treatment modalities, causes of disease, medication procedures, development and implementation of patient care plans, nursing judgment, and action in emergency situations
