Residence Requirements:

RESIDENCE REQUIREMENTS:  CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT.  There are a total of three current vacancies: one  current vacancy at Erie 1 BOCES*(see NOTE*); one current vacancy in the Erie County Department of Social Services and one current vacancy in the Erie County Division of Information and Support Services (DISS).  The annual salary is $35,025 - $45,664 for Erie County Departments; salaries vary among municipalities and districts.  The eligible list resulting from this examination will be used to fill this vacancy and other appropriate vacancies which may occur in municipalities or districts under the jurisdiction of Erie County Civil Service while this list is active.

*NOTE: for Erie 1 BOCES vacancy only: * CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY OR AN ERIE COUNTY SCHOOL DISTRICT FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY OR AN ERIE COUNTY SCHOOL DISTRICT AT THE TIME OF APPOINTMENT. Candidates who reside in a school district which, for civil service purposes is administered by the Erie County Personnel Commissioner, but who are not legal residents of Erie County may apply for examination. However they will be certified for appointment only in the school district in which they are legal residents.

Examples of Duties:

An Operations Communications Coordinator coordinates and/or installs, operates, maintains and controls remote site communication equipment, terminal equipment and micro based equipment; 

If assigned to Division of Information and Support Services (DISS) or BOCES:

Installs and/or assists in the installation of communication equipment, terminal equipment and micro based equipment;

Acts as liaison between communications users and the data processing department to obtain information necessary for system software modification when communication and terminal equipment is installed;

Performs trouble shooting procedures on communication lines, communication, terminal and micro based equipment;

Works with systems personnel establishing User and Communication procedures and manuals;

Trains users in the operation of remote terminal site equipment;

Maintains records that are necessary for determining maintenance, operating efficiency and cost;

Assists in providing off hour coverage via call-in lists, beepers or other methods, as required;

Provides maintenance in a timely manner in response to user requests.

If assigned to Social Services:

Acts as a coordinator and liaison with New York State and department;

Assists in the planning, coordination and control of installation of terminals, PC's and communication equipment;

Performs trouble-shooting procedures on terminals, PC's and communication equipment;

Provides and/or arranges for maintenance in a timely manner;

Assists in developing and conducting training programs on communication equipment for staff;

Maintains records that are necessary for maintenance, operating efficiency and cost;

Acts as a Security Coordinator in creating and maintaining necessary records;

Controls the ordering, receiving and billing for communication goods and services;

Performs other related tasks as necessary.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

A. Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor's degree in computer science and one (1) year experience in Communication Processing and Control, which involved responsibility for the installation and operation of Network Controls, Modems, Multiplexers, Front End Processors, Line Monitors, Analog and/or Digital Communication Lines and understanding the functioning of a tele-processing operation; or:

B. Graduation from a regionally accredited or New York State registered two (2) year college with an Associate's degree in Telecommunication, Computer Science or related field and three (3) years experience in Communication Processing and Control, at least one (1) year of which involved responsibility for the installation and operation of Network Controls, Modems, Multiplexers, Front End Processors, Line Monitors, Analog and/or Digital Communication Lines and understanding the functioning of a tele-processing operation; or:

C. Graduation from high school and five (5) years experience in Communications Processing and Control, at least one (1) year of which involved the responsibility for the installation and operation of Network Controls, Modems, Multiplexers, Front End Processors, Line Monitors, Analog and/or Digital Communication Lines and understanding the functioning of a tele-processing operation; or:

D.  An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).

NOTES:  1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements. 2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Office record keeping

These questions test your ability to perform common office record keeping tasks. The test consists of two or more "sets" of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of data from several sources; scheduling; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

2. Fundamentals of PC systems

These questions test for knowledge of basic concepts and terminology related to PC's. They cover such topics as PC and peripheral equipment; storage media; types of software used with PC's; and other associated terms and concepts.

3. Use and operation of PC's and related peripheral equipment

These questions are designed to test for technical knowledge and concepts relevant to the operation of a PC and associated peripheral equipment for word processing, spreadsheet analysis, data base management, data communications and other applications. The questions asked are not specific to any vendor or any model of PC.

4. Principles of providing user support

These questions test for knowledge and skill in working in a user support situation. They cover such subjects as how to communicate effectively with users requesting help; how to deal with different types of situations; troubleshooting techniques; and how to gather, organize and make available technical information needed to provide support.

5. Training users of computers

These questions test for knowledge of techniques for using computers and approaches to training others to use them. They cover such subjects as use of computer hardware, software and applications; preparing and evaluating instruction materials; determining the level of trainees' knowledge and the use of computers to provide instruction and feedback. The questions on training depend upon good judgment and practical experience rather than knowledge of abstract principles. 

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
