Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation. 

A promotion examination will be held at the same time as this examination. The list resulting from the promotion examination will be used first but appointments from this open competitive examination are anticipated. Use of the list may be suspended after it is one year old for any position which it is practical to fill through a new promotion examination.

Examples of Duties:

A Patient Access Services Supervisor coordinates Medicaid eligibility and supervises the daily activities of the patient access service functions in the Financial Counseling, Centralized Scheduling, Admissions/Registration or Emergency Department at the Erie County Medical Center Corporation;

Supervises the daily activities of the patient access service functions;

Plans and schedules work assignments ensuring adequate staff;

Assists in recruiting, hiring and training personnel, evaluates staff based on established competencies and issues disciplines;

Assists in developing and maintaining policies and procedures for patient access services;

Proposes and implements recommendations for process improvement;

Provides guidance to staff to ensure optimal efficiency;

Collaborates with Patient Access Services Coordinator to monitor the quality/accuracy of patient accounts; determines training or re-training needs of staff;

Oversees processing of Medicaid and Financial Assistance applications;

Monitors follow through on accounts to ensure patients comply with Medicaid requirements;

Serves as a resource to staff for issues regarding insurance guidelines and regulatory requirements;

Ensures accurate/timely completion of payroll time entry, requests for time off and scheduling needs of staff; Supervises department purchasing activities and supply requisitioning; Attends meetings.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Health Services, Business, Paralegal Studies or Public Administration or related field and three (3) years of experience in patient access functions*; or:

B) Graduation from high school or possession of a high school equivalency diploma and five (5) years of experience in patient access functions*; or:

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

Notes:

1. * Patient access functions include patient registration, admissions, centralized scheduling; health insurance verification, medical billing, coding, financial counseling, third party payers or scheduling.

2. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Coding/decoding information

These questions test for the ability to follow a set of coding rules. Some questions will require you to code information by converting certain information into letters or numbers. Other questions will require you to decode information by determining if the information that has already been converted into letters or numbers is correct. Complete directions will be provided; no previous knowledge of or training in any coding system is required.

Name and number checking

These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.

Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Medical terminology

These questions test for knowledge of words, phrases, and abbreviations used in medical diagnosis and therapy. Questions may cover such topics as diseases, symptoms, pharmaceuticals, medical specialties, anatomy, treatment modalities, medical supplies, and medical equipment. Prefixes and suffixes used in medical terminology may also be included.

Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
