Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

A Payroll Processing Manager assists in the direction of and performs supervision over the payroll function and its staff in the Finance Department at the Erie County Medical Center Corporation; 

Assists in the direction of the payroll function and supervises the performance of lower-level staff performing payroll work activities; hires, trains, evaluates and disciplines the performance of lower-level staff;

Assists in the development, implementation and evaluation of methods and procedures to ensure accurate and timely payroll processing and compliance with payroll tax laws;

Assists in the development and implementation of payroll policies and procedures;

Manages and performs payroll projects and programs, including but not limited to research, development and implementation of time and attendance upgrades and automated payroll system;

Manages payroll tax reporting function, including tax withholdings and periodic filing requirements;

Assists in the development and implementation of system and internal controls for payroll;

Utilizes pivot tables, v-lookup function, various queries, custom reports and other advanced reporting functions to analyze, verify or find discrepancies in payroll data or pay issued; prepares and presents reports as needed;

Performs analysis for payroll issues; identifies and resolves potential discrepancies;

Assists in interviewing, hiring and terminating of lower-level staff;

Participates in the analysis of bargaining unit contracts and proposals related to payroll matters;

Participates in the development and monitoring of annual budget and monthly variance reporting.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Accounting, Finance, Business Administration or closely related field and four (4) years of experience in payroll processing and electronic payroll systems, of which included experience in utilizing Excel data mining functions including Pivot Table and V-Lookup and of which two (2) years were in an administrative or supervisory capacity; or:

B.) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Accounting, Finance, Business Administration or closely related field and six (6) years of experience in payroll processing and electronic payroll systems, of which included experience in utilizing Excel data mining functions including Pivot Table and V- and of which two (2) years were in an administrative or supervisory capacity; or:

C.) Graduation from high school or possession of a high school equivalence diploma and eight (8) years of experience in payroll processing and electronic payroll systems, of which included experience in utilizing Excel data mining functions including Pivot Table and V-Lookup and of which two (2) years were in an administrative or supervisory capacity; or:

D.) An equivalent combination of training and experience as set by the limits of (A), (B) and (C).

Notes:

1. *Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures

2. **Supervision – Responsible direction and control of subordinate employees.  This involves the assignment of work, approval of work, training, evaluation and discipline of employees.  The supervisory aspects must be an integral part of the job, not incidental or occasional.     

3. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

4. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Administration

These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

2. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

3. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

4. Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
