Examples of Duties:

A Personnel Technician is responsible for developing and maintaining personnel transactions, supervising the data entry function for personnel transaction, and performing complex compensation research and analysis in the Human Resources Department at the Erie County Medical Center Corporation; 

Responsible for the development and maintenance of personnel transactions, specifically position control;

Supervises and performs data entry into the Human Resources Information System (HRIS) and other applicable data entry applications;

Develops processes, procedures and policies in relation to personal transactions and compensation practices in accordance with ECMCC policies, applicable laws and regulations, and collective bargaining agreements;

Distributes and reviews compensation policies and procedures with hiring managers;

Collaborates with Hospital Information Systems and Human Resources staff to ensure the HRIS is capable of storing and processing compensation and personnel transactions data;

Participates in and works on highly confidential compensation and personnel matters;

Performs research, benchmarking and analysis on applicable compensation policies, government regulations and industry pay trends to determine competitive and best practice compensation;

Reviews requests for new and revised job titles and determines competitive compensation;

Performs analysis and modeling to support merit and incentive pay programs and job evaluation needs;

Participates in salary surveys;

Manages the annual employee pay increase review process; collaborates with hiring managers to assist in determining recommendations for pay increases;

Consults on compensation matters such as job classification, base pay administration and variable pay;

Participates in the review and maintenance of job descriptions to determine position classification plan;

Creates and maintains internal job descriptions;

Collaborates with Human Resources Specialists and Recruitment staff to address compensation matters;

Attends and participates in meetings, committees, seminars and training sessions as required.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and three (3) years of personnel experience.

Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Classification system administration

These questions test for knowledge of position classification in the public sector. Questions may cover such areas as general objectives of a classification system; job audits and classification surveys; position allocation; and class specifications.

2. Interviewing

These questions test for knowledge of the principles and practices employed in obtaining information from individuals through structured conversations. These questions require you to apply the principles, practices, and techniques of effective interviewing to hypothetical interviewing situations. Included are questions that present a problem arising from an interviewing situation, and you must choose the most appropriate course of action to take.

3. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Public personnel administration

These questions test for knowledge of the principles and practices used in applying New York State, federal, and local laws, rules, and policies to situations encountered in planning and executing the personnel functions in a government agency. Questions may cover such areas as recruitment, selection, and placement; position classification; performance evaluation; and employee relations.

5. Recruitment, selection and placement

These questions test for knowledge of planning and implementing programs to hire employees for public sector titles and occupational fields. Questions may cover such areas as determining personnel needs; analyzing job content; ordering examinations; recruitment; and interviewing.

6. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
