Employees of Erie County CSEA collective bargaining unit shall have all fees associated with County provided promotional civil service examinations waived.

Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF ERIE COMMUNITY COLLEGE.   There are two current vacancies at Erie Community College.  The eligible list resulting from this examination will be used to fill future vacancies in this title and any other title deemed appropriate by the Erie County Personnel Commissioner. 

The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties:

Principal Campus Public Safety Officer is a designated supervisory armed peace officer position responsible for enforcing a campus public safety program providing for the protection and safety of persons and property on the campuses of SUNY Erie Community College;

Investigation of violations of Local, State and Federal laws, documentation and reporting of as per Federal mandate;

Enforcing parking regulations, issuing of citations and final adjudication, investigation of Student Code of Conduct matters, handling sensitive employee-related issues, and coordinating the security program for SUNY Erie Community College;

Enforces the campus public safety/security program and the laws of the State of New York in accordance with the powers granted a Peace Officer pursuant to NYS Criminal Procedures Law section 2.0;

Prepares schedules for others to maximize efficiencies and optimal man-hours, while providing appropriate safety and security coverage;

Assess security needs for and liaison with special events coordinators to provide coverage;

Supervise and/or prepares records and reports related to the work performed and maintains an appropriate system of records and reports, including, but not limited to, reportable incidents and all required regulatory reporting under the Clery Act, Title IX and other state and federal statutes and regulations; Reports should be clear and concise;

Supervises the patrol of buildings, grounds and parking areas to maintain order, protect persons and property, control traffic, and to prevent trespassing, theft or damage;

Organizes and supervises the College safety program of one or more ECC Campuses;

Controls the use of fleet vehicles assigned to the Department including arranging for vehicle maintenance;

Maintains liaison with appropriate law enforcement agencies;

Establishes and maintains liaison with the various College departments and/or divisions of the departments;

Required to carry firearm;

Inspects premises to ensure efficacy and others compliance of the security program.

 

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of Campus Public Safety Officer.

SPECIAL REQUIREMENTS:
1. US Citizenship;
2. Resident of Erie County;
3. Possession of a valid New York State Driver's License;
4. Eligibility for a pistol permit at time of appointment;
5. Certification in the following must be completed at time of appointment:
a. American Red Cross Standard First Aid or equivalent
b. American Red Cross CPR or equivalent
c. Automated External Defibrillator
6. Graduation from a basic Police Training Course recognized and or operating with an approved training curriculum through the New York State Division of Criminal Justice, Municipal Police Training Counsel or equivalent training and certification at time of appointment; 

7. Qualification as a New York Peace Officer at time of appointment;
8. Subject to Division of Criminal Justice Services fingerprinting for appointment.

BACKGROUND INVESTIGATION AND ADDITIONAL SCREENINGS:
The appointing authority may require that each candidate be subject to a thorough background investigation. Applicants may be required to authorize access to educational, financial, employment, criminal history, mental health records or other records. Applicant may be required to submit the necessary fees for the fingerprint processing.

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Following directions (maps)

These questions test your ability to follow physical/geographic directions using street maps or building maps. You will have to read and understand a set of directions and then use them on a simple map.

2. Principles and practices of safety and security

These questions test for a knowledge of the proper principles and practices in the field of safety and security. The questions will cover such areas as selecting the best course of action to take in a safety or security related situation.

3. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

5. Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.



INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

1 year up to 6 years…………….…........................1 point

Over 6 years up to 11 years.....………......….........2 points

Over 11 years up to 16 years….…........….........…3 points

Over 16 years up to 21 years………..................…4 points

Over 21 years………………………..................…5 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
