Employees of Erie County CSEA collective bargaining unit shall have all fees associated with County provided promotional civil service examinations waived.

Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COMMUNITY COLLEGE.  At present there is one anticipated vacancy at the Erie Community College. 

The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any. The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties:

Principal Payroll and Roster Clerk plans, coordinates, supervises and maintains College payroll records, reports and employee roster cards;

Supervises the operations of the payroll roster clerk section, reviewing work of subordinates for accuracy, timeliness and conformance to procedure;

Supervises and performs the following activities:

Verifies and approves PO-1’s, Personnel Appointment or Change Authorizations, ensuring that information is accurate as to vacancy of position, appropriateness of salary and completion of physical examination, where required;

Checks time and attendance forms for accuracy and completeness including such items as hours worked, expiration of appointments and leaves without pay, payments for accumulated benefits (vacation) in final paycheck and other information relative to employee payroll and appointment status;

Posts information to employee roster cards regarding appointment status, salary, physical examinations, · address, marital status etc.;

Maintains a variety of records and files related to employee appointment and salary histories: ·

Conducts annual certification of payroll to ensure accuracy of payroll data; maintains roster card file and alphabetical employee file;

Posts annual and semi-annual pay rate adjustments and incremental increases:

Instructs and informs College personnel on proper appointment procedures and payroll division requirements;

Verifies employment inquiries received by phone and letter;

Assists Personnel Office staff regarding payroll and employment matters.

Works with and assists professional-level Human Resources staff, SUNY Erie employees and candidates in payroll, personnel and benefit-related matters related to one or more of the SUNY Erie Human Resources functions, pursuant to applicable policies, procedures, laws, rules, regulations, accreditation standards and collective bargaining agreements;

Track various ongoing reportable items, including but not limited to Union seniority, job bank candidates, temporary/seasonal appointments, probationary appointments, and personnel vacancies;

Utilizes a human resources information system (HRIS) to extract data using queries and reports; performs analysis of data and may provide recommendations on such;

Assist supervising personnel in Benefits, including but not limited to benefit enrollment/changes, tracking of benefits,

COBRA, workers’ compensation, unemployment, and other benefit-related duties as assigned;

Assists in reviewing incoming applications and may consult with professional-level Human Resources staff, applicants and managers on qualification matters;

Provides offers of employment opportunities to those candidates selected by hiring managers;

Assists with appointment processes related to Civil Service lists, including canvass process;

Assists with posting examination opportunities and notifying departments of information requests from Erie County; May prepare internal and external advertisements and communications for personnel-related programs such as recruitment opportunities, benefits initiatives and employee engagement initiatives. May also support these efforts by scheduling/coordinating programs as needed;

May participate in labor and employee relations activities such as collecting employee information, attending meetings with employees/union representatives, coordination of meetings/events and support of employee training initiatives.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 24 months immediately preceding the date of the written test in the position of Senior Payroll Clerk.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Name and number checking

These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.

Operations with Letters and Numbers

These questions test for skills and abilities in operations involving alphabetizing, comparing, checking and counting. The questions require you to follow the specific directions given for each question which may involve alphabetizing, comparing, checking and counting given groups of letters and/or numbers.

Arithmetic computation with calculator

These questions test for the ability to use a calculator to do basic computations. Questions will involve addition, subtraction, multiplication and division. You may also be asked to calculate averages, to use percents, and to round an answer to the nearest whole number. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Working with office records

These questions test your ability to work with office records. The test consists of two or more sets of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of numerical data from several sources; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

1 year up to 6 years…………….…........................1 point

Over 6 years up to 11 years.....………......….........2 points

Over 11 years up to 16 years….…........….........…3 points

Over 16 years up to 21 years………..................…4 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
