Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

Recruitment Manager manages the talent acquisition function in the Human Resources Department at the Erie County Medical Center; 

Manages the daily recruitment activities including developing strategies to achieve organizational hiring goals, sourcing and selection processes for all positions (e.g. Civil Service, agency, contracted) and supervising recruitment staff;

Develops employment sourcing strategy for all staffing types including nursing, clerical, professional, certificated, licensed and administrative; reviews strategy and amends as needed;

Develops and manages communication strategies with hiring managers to identify changes to recruitment programs and facilitate greater participation by hiring managers in the recruitment process;

Develops and maintains professional relationships with colleagues, college/university placement staff and agency, and contracted staffing agencies regarding placement of staff; monitors performance of contracted agencies against contractual terms;

Manages operational processes and practices to achieve maximum performance across all recruitment metrics such as time-to-fill, quality of and cost per hire and source effectiveness;

Coordinates targeted solicitation and communication with candidates through a variety of recruitment methods such as networking, online databases, referrals and other innovative methods;

Manages the employer branding and marketing strategies in collaboration with internal and external marketing professionals;

Participates in the recruitment of senior level and confidential titles; performs full cycle recruitment process activities to include identifying, evaluating and recommending candidates;

Works with hiring managers and Human Resources staff in the development and amendment of job specifications;

Coordinates the offer process for new hires through offer generation and accompanying communication;

Trains recruitment staff on proper use of recall, preferred, reinstatement, transfer and Civil Service eligible lists;

Serves as the primary administrator of the applicant tracking system; reviews the system for efficiencies, data accuracy and compliance with recruiting process initiatives; participates in the selection of new applicant tracking systems as needed;

Develops and conducts training programs for hiring managers on various aspects of the recruitment and hiring processes such as improving recruiting and hiring efficiencies and reducing turnover;

Oversees new employee on-boarding and orientation processes to include completion and submission of required paperwork, coordination of presenters, schedules and materials, and coordination of training related to new hire job function; reviews the processes and amends as needed;

Collaborates with Finance and management to control hiring in accordance with budgetary guidelines and orientation class-size availability;

Manages the recruitment and sourcing budget;

Participates in and may organize meetings, committees, in-services, trainings and presentations.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree and two (2) years of recruitment experience which included recruitment and selection of personnel, working with managers on staffing needs, reviewing job specifications, placing listings online and/or in print media, interviewing candidates, verification of qualifications and confirmation of acceptance or declination of job offers; or:

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and four (4) years of recruitment experience which included recruitment and selection of personnel, working with managers on staffing needs, reviewing job specifications, placing listings online and/or in print media, interviewing candidates, verification of qualifications and confirmation of acceptance or declination of job offers; or:

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENT:
Possession and maintenance of a New York State Driver License at time of appointment and maintenance throughout duration of appointment.

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Administering a negotiated labor agreement

These questions test for a knowledge of labor/management issues relating to the administration of a negotiated labor agreement and the ability to interpret and apply the terms and conditions of the agreement. Questions may cover such areas as dealing with representatives of employee unions, employee grievances, disciplinary actions, arbitration, employee leave policy, performance evaluations, training, employee assistance programs, health and safety matters, layoff procedures, health insurance benefits, and salary adjustments.

2. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

3. Public personnel administration

These questions test for knowledge of the principles and practices used in applying New York State, federal, and local laws, rules, and policies to situations encountered in planning and executing the personnel functions in a government agency. Questions may cover such areas as recruitment, selection, and placement; position classification; performance evaluation; and employee relations.

4. Recruitment, selection and placement

These questions test for knowledge of planning and implementing programs to hire employees for public sector titles and occupational fields. Questions may cover such areas as determining personnel needs; analyzing job content; ordering examinations; recruitment; and interviewing.

5. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
