RESIDENCE REQUIREMENTS: CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT. There is one present vacancy at the Erie County Central Police Services.

Examples of Duties:

A SABIS Manager installs, coordinates, operates, maintains and controls the computer based biometric processing equipment in conjunction with the Statewide Automated Biometric Identification System (SABIS);

Oversees a digital laboratory with network capabilities to the FBI biometric identification system;

Assists in the installation and maintenance of computer based biometric processing equipment for a multi-County region;

Acts as liaison between Central Police Services users and Department of Criminal Justice Services (DCJS);

Provides lectures on SABIS capabilities and procedures to Basic police recruit classes and all investigative classes at Erie County and other regional police training academies;

Performs trouble-shooting procedures;

Represents Erie County and regional law enforcement in meetings with DCJS to address suggested improvements, policies, and system problems;

Maintains records for determining maintenance, operating efficiency and costs associated with the total system;

Recommends certification of users to DCJS;

Coordinates maintenance in response to user requests;

Testifies in courts as a biometric expert as required;

Assists user agencies in effective utilization of offered capabilities and in the operation equipment;

Assists in developing and conducting training programs for staff of user agencies;

Assists in problem solving for user agencies;

Coordinates user activities, participates in and finalizes user documentation;

Evaluates agency utilization for quality of performance and training needs;

Maintains appropriate records and prepares reports.

Qualifications:

Candidates must meet one of the following requirements on or before the date of the written test:

A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree, and two years of experience with a law enforcement or criminal justice agency, including or supplemented by one year of office management experience involving data management and one year of experience involving the utilization of SABIS equipment and procedures; or:

B. Completion of a minimum of 60 semester credit hours from a regionally accredited or New York State registered college or university and four years of experience with a law enforcement or criminal justice agency, including or supplemented by one year of office management experience involving data management and one year of experience involving the utilization of SABIS equipment and procedures; or

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENTS:

Appointee must complete Basic and Advance FBI biometric courses and/or Level I, II and III biometric training as offered by the NYS Office of Public Safety within 18 months of appointment and attain a NYS Certified SABIS Latent Examiners certification.

Your degree and/or col1ege credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:

A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Administration: These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

2. Data Processing Concepts And Terminology: These questions are designed to test for knowledge of computer characteristics and operations that is relevant for computer programming and analysis. They may cover, but not necessarily be confined to, basic terminology of data processing, data entry, data access, and data communications; basic characteristics of storage media and data bases; types of data processing (e.g., time-sharing), the functions of operating systems, and hierarchies of computer memory.

3. Principles Of Providing User Support: These questions test for knowledge and skill in working in a user support situation. They cover such subjects as how to communicate effectively with users requesting help; how to deal with different types of situations; troubleshooting techniques; and how to gather, organize and make available technical information needed to provide support.

4. Training Users Of Computers: These questions test for knowledge of techniques for using computers and approaches to training others to use them. They cover such subjects as use of computer hardware, software and applications; preparing and evaluating instruction materials; determining the level of trainees' knowledge and the use of computers to provide instruction and feedback. The questions on training depend upon good judgment and practical experience rather than knowledge of abstract principles.
