Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF ERIE COUNTY Departments, towns, villages, school districts, Erie 1 BOCES and special districts.  Applicants are eligible for appointment **ONLY** in the jurisdiction where they are employed at the time of the written test.

The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any.  The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties:

Senior Account Clerk performs clerical operations of moderately difficult nature in connection with the fiscal, budgetary and accounting records; 

Maintains accounts and/or records in connection with the fiscal affairs of a department;

Post entries to journals and ledgers;

Keeps an extensive set of ledger accounts;

Prepares, verifies, and sends our bills;

Keeps daily time records of employees and prepares payrolls;

Prepares and processes vouchers for payment; prepares requisitions for purchasing; reviews and checks records and reports for accuracy;

Classifies and distributes claims;

Collects, records, safeguards, and deposits cash;

Compiles data for financial and statistical reports and prepares financial reports, statements and records;

Maintains a variety of office records and files by posting, and filing, such as office accounts, personnel records, maps and reports;

Assists in compiling data for annual financial reports;

May requisition, receive, store, record, and issue office and other supplies;

May occasionally type such material as correspondence, memoranda, reports, purchase orders, lists, tabulations, payrolls and stencils;

May supervise a small number of clerical employees assigned to assist.

Gives information to the public, either personally or by telephone; May maintain purchase records relating to annual agreements; May assist in writing procedures for staff.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST:  Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 24 months immediately preceding the date of the written test as an Account Clerk or Account Clerk Typist; OR 12 months in a lower level-clerical position plus one of the following:

A) Graduation from a regionally accredited or New York State registered two (2) year college or university with an Associate's Degree in Accounting or Business and one (1) year experience in the maintaining of financial records; or:

B) Graduation from high school or possession of a high school equivalency diploma and three (3) years experience in the compilation and maintenance of financial records; or:

C) Seven (7) years of experience in the compilation and maintenance of financial records; or:

D) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).

SPECIAL REQUIREMENTS:

Applicants for designated positions in the Department of Social Services that may have access to federal tax information to perform his/her job duties shall be subject to a suitability background check investigation, including FBI fingerprinting, local law enforcement check, and verification check of citizenship/residency. A criminal record does not necessarily disqualify applicants from employment, rather an individualized determination will be made. The cost of the background check will be assumed by the Department of Social Services.

Notes:

1.  Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.  

2.  Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices.  A grade of "D" or better is necessary for a course to be credited as successfully completed.  If your degree and/or college credit was awarded by an educational institution outside of theUnited States and its territories, you must provide independent verification of equivalency.  You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Notice to Candidates: Transcripts will now be accepted by the Department of Personnel ONLY at time of application.

All subsequent transcripts must be submitted at time of interview.

Subjects of Examination:

Subjects of Examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Name and number checking
These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.

Arithmetic computation with calculator
These questions test for the ability to use a calculator to do basic computations. Questions will involve addition, subtraction, multiplication and division. You may also be asked to calculate averages, to use percents, and to round an answer to the nearest whole number. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

Working with office records
These questions test your ability to work with office records. The test consists of two or more sets of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of numerical data from several sources; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will NOT be permitted to use the calculator function of your cell phone.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", "Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

1 year up to 6 years…………….…........................1 point

Over 6 years up to 11 years.....………......….........2 points

Over 11 years up to 16 years….…........….........…3 points

Over 16 years up to 21 years………..................…4 points

Over 21 years………………………..................…5 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.

A $20.00 filing fee is required for this exam. The required fee must accompany your application. Send or bring check or money order made payable to Erie County Personnel Department and write the examination number(s) on your check or money order. Do not send or bring cash, as the County cannot be responsible for cash payment.
