Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there are five vacancies at the Erie County Medical Center Corporation. 

The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any. The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties:

A Senior Clinical Laboratory Technologist supervises and performs multiple tests or examinations on patient specimens in a clinical laboratory using defined procedures to aid in the diagnosis or treatment of patients; 

Supervises and performs a number of routine and special tests according to established procedures in two or more clinical laboratory sections: Biochemistry, Blood Bank, Hematology and/or Microbiology/Diagnostic Immunology;

Performs more difficult and complex tests and examinations according to established procedures in two or more clinical laboratory sections;

Evaluates and interprets laboratory test data as to necessity for further process of specimens utilizing laboratory information system (LIS);

Performs quality control as needed to ensure accuracy of instrument function and appropriateness of reagents used in patient testing;

Investigates quality control problems that cannot be fixed by lower-level staff; determines and performs such fixes; Assists with research and developmental/special studies;

Maintains equipment and supplies of section(s);

Maintains records of sections(s) and prepares reports;

Performs other activities that contribute to patient care and/or maintenance of compliance with various regulations;

Supervises lower-level staff by making assignments, reviewing and evaluating work performance;

Supervises making of solutions and reagents, setting up of equipment and maintenance of equipment and supplies;

Assists in the education and training of technical personnel and students through demonstrating procedures, overseeing work practice and evaluating progress;

Keeps abreast of latest developments in the field;

Collects specimens from patients, which may include phlebotomy.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 24 months immediately preceding the date of the written test in the position of Clinical Laboratory Technologist.

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
 

Analysis and interpretation of laboratory results

These questions test for the knowledge needed to interpret laboratory results including the identification of common problems which may affect results; quality assurance and quality control requirements; and basic statistics as they relate to interpretation and validation of quality control procedures.
 

Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Clinical pathology

These questions test for knowledge of various areas of clinical pathology such as hematology, blood banking, microbiology, clinical chemistry, diagnostic immunology, and urinalysis. Questions may cover such topics as common tests and protocols; sample collection and preparation; reagents, standards, controls, stains, and media for various tests; normal and abnormal values for commonly performed tests; diagnostic tests and characteristics used to identify common microorganisms; medical and clinical terminology; reaching reasonable conclusions about test results.
 

General laboratory principles and practices

These questions test for knowledge of such areas as care and handling of toxic/dangerous materials; simple first aid and safety procedures; the metric system; simple laboratory calculations; care and use of laboratory glassware and equipment; and common laboratory procedures.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
