Residence Requirements:

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT. There is one vacancy at the Erie County Department of Public Works.

Examples of Duties:

A Senior Construction Project Manager-Buildings coordinates the research, design, planning and inspection of building construction and reconstruction projects; 

Reviews drawings, specifications, estimates, and other contract documents for building construction projects to assure conformance with County Department of Public Works policy, contract documents, and codes;

Prepares designs and contract documents for County building construction projects;

Reports to the County Legislature as required;

Coordinates the inspection of building construction or reconstruction projects for adherence to contract document requirements and good construction practices;

Supervises the maintenance of detailed financial records and for each capitol project, including source and amount of funds, encumbrances, authorization of and status of borrowing, temporary investments, etc.;

Reviews the work of other construction project managers and coordinates the work activities of the project engineers; Reviews change orders and payments submitted by contractors and consultants for processing.


Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A) Graduation from a regionally or New York State registered college or university with a Bachelor’s Degree in engineering or architecture supplemented by eight (8) years of engineering or architectural experience of which three (3) years must have included supervision of design, inspection or construction of large scale building projects; or:

B) Twelve (12) years of engineering or architectural experience of which five (5) years must have included supervision of design, inspection, or construction of large scale building projects; or:

C) An equivalent combination of training and experience as defined by the limits of (A), and (B).

SPECIAL REQUIREMENT:

Eligible for a New York State professional engineer’s or architect’s license at the time of application for examination and possession of the license at the time of appointment.

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Structural components and principles and practices of building construction
These questions test for knowledge of the technical concepts, proper procedures, materials, and computations used in the design, construction, and renovation of buildings and related facilities, including beams, piles, reinforcing steel, columns, floors, foundations, walls, stairways, doors, windows, roofs, and structural standards.

Drawings, specifications and contract documents
These questions test for knowledge of typical building construction contract and specification requirements; and the ability to read, analyze, and perform computations and quantity and cost estimates based upon technical drawings and plans of various types of buildings and related structures.

Coordination and oversight of multiple-contract projects
These questions test for knowledge of the concepts, terminology, proper procedures, and computations used in the planning, scheduling, and supervision of complex building related projects and contractual agreements, and may cover such areas as scheduling techniques including the critical path method; the contract change order process; and the proper resolution of technical, financial, and contractor related problems.

Program planning, project management and scheduling
These questions test for knowledge of the concepts, terminology, proper procedures, and computations used in the development, scheduling, and oversight of various types of planning programs and contractual agreements for construction and renovation projects, including scheduling techniques such as the critical path method.

Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
