Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one vacancy at the Erie County Medical Center Corporation. 

Examples of Duties:

A Unit Manager - Hemodialysis performs registered professional nursing duties in the Hemodialysis Unit at the Erie County Medical Center Corporation on a twenty-four (24) hour basis;

Clinical:

Oversees the delivery of patient care in a designated unit(s);

Directs the overall professional practice of nursing, including but not limited to assessment, care planning, health teaching, discharge planning and quality improvement activities;

Coordinates patient care activities and nursing activities with those of other disciplines and departments;

Collaborates with medical staff to coordinate efficient and effective care;

Provides input into the formulation of patient care standards;

Serves as a resource person to nursing personnel and students;

Maintains proficiency in clinical area;

Completes a minimum of sixteen (16) hours clinical time on a patient care unit per month.

Managerial:

Establishes goals and objectives for the unit consistent with the Corporation strategic plan;

Ensures compliance with standards and policies of the Departments of Nursing and Renal Services, Hospital Administration, Centers for Medicare and Medicaid and New York State Department of Health;

Ensures appropriate follow-up of identified educational needs and/or job performance issues;

Oversees the staffing and scheduling of personnel on the unit; participates in interviewing and hiring of prospective employees; takes corrective action with personnel, including implementation of progressive discipline process;

Develops and monitors unit budget to ensure the delivery of quality patient care in a cost effective manner as appropriate;

Ensures development and implementation of an effective quality improvement plan in conjunction with the Quality Improvement Coordinator;

Develops and oversees the submission of data to regulatory agencies;

Evaluates productivity at the unit level; provides input into the development of productivity standards;

Conducts meetings with unit staff on all shifts at least once a month to provide information, discuss problems and facilitate problem solving;

Participates in inter and intra departmental committees.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of Nursing Team Leader-Dialysis Services.

SPECIAL REQUIREMENTS:
Possession of a license and current registration to practice as a Registered Nurse in New York State at the time of appointment.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and interpreting tabular material
These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

Administrative supervision
These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other
organizational sections.

Interviewing
These questions test for knowledge of the principles and practices employed in obtaining information from individuals through structured conversations. These questions require you to apply the principles, practices, and techniques of effective interviewing to hypothetical interviewing situations. Included are questions that present a problem arising from an interviewing situation, and you must choose the most appropriate course of action to take.

Principles and practices of staff development and training
These questions test for the knowledge and abilities used to develop and deliver training. They address topics such as the assessment of training needs; instructional design; training methods and techniques; the use of training aids, materials, and technology; motivation; learning theory; classroom management; the evaluation of learning outcomes; and the usage of training-related data.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

1 year up to 6 years…………….…........................1 point

Over 6 years up to 11 years.....………......….........2 points

Over 11 years up to 16 years….…........….........…3 points

Over 16 years up to 21 years………..................…4 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
