RESIDENCE REQUIREMENTS: THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one vacancy at the Erie County Medical Center corporation. 

Examples of Duties:

A Vice President of Clinical/Business Intelligence and Informatics plans, coordinates and directs the organizational objectives for using clinical, financial and other business data to meet quality, market and financial performance goals at the Erie County Medical Center Corporation (ECMCC);

Develops and implements effective data warehousing and business intelligence systems to enhance decision making strategies;

Analyzes and communicates the relationships between disparate data systems;

Develops and implements predictive and descriptive statistical models and/or studies related to areas including, but not limited to, long-term financial forecasting and volume projections;

Coordinates data needs with ECMCC executive, medical and financial staff to ensure timely compliance with requests;

Develops and implements processes to prioritize data requests based on business and clinical objectives; Identifies potential data requests and potential obstacles to meeting data needs; recommends solutions to eliminate said obstacles;

Develops data requests and reporting mechanisms for transportability of data in accordance with all governing laws and regulations;

Develops and maintains various reporting mechanisms such as service line financial and operational reports;

Develops and administers presentations pertaining to data and analysis issues using various communication media such as oral, written and electronic;

Participates in the development and implementation of departmental, service line and enterprise-wide business planning efforts, annual capital planning and long-range budgeting and forecasting activities;

Participates in the development of program feasibility studies and establishment of pricing for new services and procedures;

Collaborates with ECMCC management and physician leadership to identify and coordinate the development of new programs and initiatives;

Supervises staff including, but not limited to, interviewing, hiring, training, scheduling, making assignments, evaluations and disciplines;

Attends and participates in meetings, seminars, workshops, continuing education programs and professional affiliations.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

A.) Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Accounting, Finance or Public or Business Administration and five (5) years of healthcare cost accounting and healthcare budgeting experience; or:

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Accounting, Finance or Public or Business Administration and seven (7) years of healthcare cost accounting and healthcare budgeting experience; or:

C.) An equivalent combination of training and experience as set by the limits of (A) and (B).

NOTES:  1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements. 2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Evaluating conclusions in light of known facts

These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.

2. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

3. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

4. Understanding and interpreting tabular material

These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

5. Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic. 

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials
