RESIDENCE REQUIREMENTS: THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation. 

Examples of Duties:

Vice President of Materials Management develops, plans, directs, coordinates, implements and supervises all aspects of the materials management operations at the Erie County Medical Center Corporation; 

Directs the daily operations of the materials management functions, including purchasing, receiving, inventory management, distribution, value analysis and reporting;

Develops policies and procedures for the Materials Management/Purchasing Department consistent with the goals, directives and legal requirements of the organization;

Collaborates cross-functionally to identify and coordinate the development of new programs, initiatives and standardization of materials management processes;

Reviews, develops, modifies and implements strategic plans and new programs and directs quality assurance, cost reduction and customer service activities in support of the Medical Center’s Mission;

Develops supply chain related analysis to assist in improved contract compliance and ensure the efficient use of resources;

Coordinates and participates in the development of mandatory required certification submissions;

Evaluates and provides recommendation related to purchased service contracts;

Supervises employees including assigning work, training, issuing disciplines, completing employee evaluations, granting time off and preparation of schedules;

Ensures that inventories of supplies and equipment are maintained to support daily and emergent demands as well as contingencies; maintains automated inventory control and delivery systems;

Assists in evaluating alternative products, investigates alternate sources and product substitutions, identifies appropriate products, services, contracts and supplies and makes recommendations that will provide cost savings or improved delivery;

Directs and provides guidance for the preparation, solicitation, analysis and presentation of Requests for Proposal (RFP) and Invitations for Bid (IFB) in accordance with directives and program requirements;

Monitors vendor/supplier activities to ensure all terms of purchase agreement are met;

Manages the processing of high impact orders;

Ensures receipt of supplies, equipment and services are recorded accurately and timely; coordinates product returns and resulting vendor credits;

Maintains contact with vendors/suppliers regarding purchasing of supplies and equipment, service contracts, returns, status of orders, invoicing, credits, etc.;

Serves in an advisory capacity to assist staff in timely and accurate submission of purchase requests, supply, equipment and contract acquisition and management related activities;

Develops and maintains product knowledge, keeps abreast of current price trends, market conditions and new or improved supply items;

Monitors actual annual capital budget spent compared to approved capital budget;

Participates in Performance Improvement activities.

 

Qualifications:

MINIMUM QUALIFICATIONS: Candidates must meet the following requirements on or before the date of the written test:

A) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Business, Healthcare Administration or closely related field and six (6) years of materials management
experience in a healthcare facility which included purchasing supplies, equipment and services and inventory management and two (2) years of which included administrative* experience; or

B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Business, Healthcare Administration or closely related field and eight (8) years of materials
management experience in a health care facility which included purchasing supplies, equipment and services and inventory management and two (2) years of which included administrative* experience; or:

C) An equivalent combination of training and experience as set by the limits of (A) and (B).

Notes:

NOTES:  1.*Administrative experience, as defined by New York State Civil Service, means responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation. Experience performing specialized functions or “staff activities” such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administrative experience. 2.  Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. 3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Administrative supervision

These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

2. Administration

These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

3. Educating and interacting with the public

These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.

4. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

5. Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
