Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one anticipated vacancy at the Erie County Medical Center (ECMC). 

Examples of Duties:

A Vice President of Revenue Cycle directs the complete revenue cycle function to ensure that services provided are billed and paid for in accordance with regulatory and contractual requirements at the Erie County Medical Center Corporation;

Manages the daily operations of the revenue cycle functions, which includes patient access, billing and collections, charge master maintenance, contract management, denials management, billing systems, reporting and analysis, and relationships with medical providers and revenue cycle support service vendors;

Develops policies, procedures and processes related to revenue cycle functions throughout the Corporation;

Ensures compliance with regulations, standards and directives from regulatory agencies and third party payers;

Implements and monitors third party payer contracts to ensure billing is processed in accordance with contractual terms; participates in third party payer negotiations as requested;

Evaluates and negotiates service contracts with vendors;

Monitors vendor performance to ensure goals are achieved in accordance with negotiated terms; develops and implements corrective actions to achieve goals as needed;

Develops and monitors receivable management reports such as aging analyses, denial reports, and payment exception reports and collections performance;

Develops and implements action plans to accelerate cash flow and maximize reimbursement in accordance with contracts and regulations;

Provides oversight and direction for charge master maintenance and compliance with payer requirements;

Manages interdisciplinary denial management process;

Supervises staff including evaluation of staffing needs and departmental structure, workload distribution, productivity standards, monitoring quality and productivity, training, evaluating performance, coaching, hiring and disciplining staff;

Develops and monitors departmental budgets for revenue cycle-related departments;

Evaluates, recommends and manages software implementation, upgrades, conversions and maintenance of existing applications;

Researches, monitors, implements and educates staff on payer regulations related to revenue management functions;

Participates in and may organize meetings, committees, in-services and conferences.

Qualifications:

Candidates must meet the following requirements on or before the date of the written test:

A) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Health, Public or Business Administration, Accounting, Finance or closely related field and six (6) years of administrative***(See Note 3) or supervisory** (See Note 2) experience in the revenue cycle* (See Note 1)  function in a hospital, nursing home or physician practice; or:

B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Health, Public or Business Administration, Accounting, Finance or closely related field and eight (8) years of administrative***(See Note 3) or supervisory** (See Note 2) experience in the revenue cycle* (See Note 1) function in a hospital, nursing home or physician practice; or:

C) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Health, Public, or Business Administration, Accounting, Finance or closely related field and ten (10) years of administrative***(See Note 3) or supervisory** (See Note 2) experience in the revenue cycle* (See Note 1)  function in a hospital, nursing home or physician practice or:

D) An equivalent combination of training and experience as set by the limits of (A), (B) and (C).

NOTES1. *Hospital revenue cycle function includes patient accounts, billing and collections, patient access, charge master maintenance, third party payer contract management, denials management, billing systems and patient financial services.  2. **Supervision – Responsible direction and control of subordinate employees.  This involves the assignment of work, approval of work, training, evaluation and discipline of employees.  The supervisory aspects must be an integral part of the job, not incidental or occasional.   3. ***Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and /or approval of operating policy and procedure. 4. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.  5. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices.  A grade of “D” or better is necessary for a course to be credited as successfully completed.  If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency.  You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Evaluating conclusions in light of known facts

These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.

2. Fiscal management

These questions test for a general knowledge of the financial environment within which governments must operate. Questions may deal with, but are not necessarily limited to, such matters as capital and operating budgeting; general and governmental accounting; cost analysis; financial analysis; cash management; internal controls; general and governmental purchasing; storeskeeping and inventory control.

3. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

5. Understanding and interpreting tabular material

These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

6. Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
